Traffic Signal Technician I.

The Position:
The City of San Bernardino is seeking a Traffic Signal Technician I who performs skilled electrical and electronic maintenance duties in the installation, modification, maintenance, repair, overhaul, and adjustment of electrical and electronic Traffic Signals, Traffic Signal coordinated systems, flashing beacons, and other devices.
The Ideal Candidate:
The ideal candidate will be detail oriented, work well independently and as part of a team, have excellent organization and time management skills, and will have at least 1 year of journey-level experience in the maintenance and repair of vehicles or construction equipment.

Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
  • Constructs, installs, maintains, inspects, diagnoses malfunctions, and repairs Traffic Signal systems; performs work on traffic sensing mechanisms, Traffic Signal circuits, controllers, relays, electronic controls, preempt systems, actuation devices, control heads, loop detection systems, and other electrical apparatus.
  • Inspects, diagnoses, modifies, replaces, and repairs signal controls and auxiliary equipment; investigates complaints and reports of signal malfunctions, removes defective equipment, and replaces lamps on a rotating basis.
  • Tests and troubleshoots Traffic Signal circuits, recording and timing devices, transformers, panels, standards, pedestrian signals, street name sign lights, pole bases, timers, relays, flashers, cabinet ventilation systems and controllers for malfunctions.
  • Assists and supports in the design, construction, and modification of new and existing Traffic Signals and traffic control systems; performs routine field work and maintenance.
  • Reads and interprets electrical plans, specifications, blueprints, and sketches; estimates labor and materials for minor electrical installations and repairs; lays out work on the project sites.
  • Operates and maintains electrical instruments, tools, and equipment used in the work.
  • Runs conduit, wires, and other electrical; pulls, splices and terminates wiring; works from ladder or tower trucks; takes action in emergency situations and power failures.
  • Prepares reports of time and material used, requisitions supplies, and parts
  • Performs other duties as assigned.

Job Requirements
Knowledgeof -
  • Principles, methods, and equipment used in the installation, maintenance, testing, and repair of electrical and electronic Traffic Signal equipment and devices.
  • Electrical power distribution, circuitry, and motor control system design as it relates to Traffic Signal and lighting equipment.
  • Operating characteristics of electronic components.
  • Traffic signal operations and timing parameters.
  • Applicable federal, state and local laws, rules, and regulations governing Traffic Signals.
  • Safe work methods and safety regulations pertaining to the work.
  • Equipment maintenance practices and methods.

Skill in -
  • Using modern, state-of-the-art precision and diagnostic instruments to install, test, calibrate and repair complex electrical and electronic devices and equipment.
  • Reading and interpreting blueprints, drawings, specifications, and manuals.
  • Exercising independent judgment and initiative within established guidelines.
  • Understanding and carrying out oral and written instructions.
  • Communicating clearly and effectively, both orally and in writing.
  • Establishing and maintaining effective working relationships with City management, staff, contractors, the public and others encountered in the course of work.
  • Providing customer service.
Education and Experience
High School Diploma, G.E.D.; and one (1) year of journey-level electrical and/or electronics maintenance, installation and repair experience; or an equivalent combination of training and experience.

Licenses, Certifications, and Equipment
A valid Class C California driver's license and the ability to obtain a Class B Commercial Driver's License within 12 months of employment is required.
Current certification as a Traffic Signal Technician through the International Municipal Signal Association or the ability to obtain certification within one year of date of employment.

Physical Requirements and Work Environment
The employee regularly works in outside weather conditions. The employee frequently works near moving mechanical parts; is exposed to wet and/or humid conditions, vibration, and street/road traffic; and works in high, precarious places. The employee is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals and risk of electrical shock. The noise level is frequently loud. While performing the duties of this job, the employee is regularly required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms. The employee frequently is required to stand and talk or hear; walk; sit; climb or balance; stoop, kneel, crouch, or crawl. The employee must frequently list and/or move up to 50 pounds, and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
City Benefits:
The City offers an attractive compensation and benefit package, that includes:
  • Retirement - Participation in the California Public Employees' Retirement System (CalPERS). Classic members with less than 6 months separation: CalPERS 2% at 55, single highest year plan. New members, CalPERS 2% at 62, three highest year average plan.
  • Health Insurance - Monthly contribution of $715.00 (Employee Only), $1,289.00 (Employee plus one), or $1,724.00 (Employee plus Family) for health, dental and vision premiums. Eligible employees who waive all medical, dental, vision, supplemental life, and supplemental AD&D benefits will receive an annual "Health Insurance Waiver Stipend" of $3,500.00 every first paycheck of December.
  • Leave - Vacation beginning at 80 hours after one year, 96 hours of sick leave annually, 13 holidays, plus 18 hours of floating holiday time.
  • Life & Accidental Death and Dismemberment Insurance - The City provides Term Life and Accidental Death & Dismemberment (AD&D) Insurance.
