The County of Riverside's Transportation Department has an opening for a Senior Traffic Signal Technician in Riverside.
The Senior Traffic Signal Technician will perform plan check reviews of Traffic Signal plans prior to construction; inspect and test signal and lighting installations constructed under contract for compliance with plans and highway lighting units; inspect new and modified signal installations, draft plans for as-builts; prepare and submit periodic reports, maintain intersection files, maintenance manuals and inventory of all Traffic Signal equipment and spare parts; order specialized equipment as needed; train and instruct field personnel in safe working habits, and the techniques of repair and maintenance of variety of traffic control devices.
The Senior Traffic Signal Technician is the lead level classification in the Traffic Signal Technician series and reports to an appropriate supervisory or manager level position. This class is characterized by the responsibilities of resolving complex problems, inspecting signal and street lighting installations, and performing plan check reviews of Traffic Signal plans prior to construction. Incumbents may act as a project lead and provide task supervision over other Traffic Signal Technicians in the assigning and reviewing of work and acting on behalf of the Traffic Signal Supervisor when absent or as assigned.
The schedule for this position is four 10 hour days and requires being on-call for emergencies/holidays and on a rotating schedule.
Competitive candidates will possess a Class B California license and/or a certified crane experience.
Highly desired experience includes candidates who have work experience with Cal Trans, Traffic Signal and lighting installations, and drafting plans of as-builts, also known as record drawings and red-line drawings. Knowledge in the principles of electrical circuitry and electronics as they relate to Traffic Signal and lighting equipment; the tools, materials, methods used in installing and maintaining Traffic Signal equipment is also highly desired.

The is responsible for planning, designing, funding, building, operating and maintaining all roads, bridges, and transportation facilities within the unincorporated County territory.
EXAMPLES OF ESSENTIAL DUTIES
• Check, service, repair, and troubleshoot controllers and other components of Traffic Signal systems for proper operation; check and repair intersection and sign lighting, and test and replace Traffic Signal lamps.
• Check Traffic Signal controllers to insure correct timing and operation, make minor adjustments and repairs, or replace controller when necessary.
• Paint and repair signal and lighting hardware; pour and finish concrete bases for Traffic Signals.
• Perform a variety of other electrical repairs and installations; maintain routine daily records, and prepare reports as necessary.
• Plan, schedule, coordinate, assign, lead, and may assist in evaluating the work of Traffic Signal Technicians; perform plan check reviews of Traffic Signal plans prior to construction.
• Inspect and test signal and lighting installations constructed under contract for compliance with plans and specifications.
• Prepare annual plan for preventive replacements and maintenance of Traffic Signal and highway lighting units; draft plans for as-builts.
• Prepare and submit periodic reports, maintain intersection files, maintenance manuals and inventory of all Traffic Signal equipment and spare parts; order specialized equipment as needed.
• Set traffic counters to obtain traffic volumes, speeds, and vehicle classifications; use computer software to obtain data.
• Train and instruct field personnel in safe working habits and the techniques of repair and maintenance of a variety of traffic control devises.
• Ensure proper maintenance of signal shop vehicles.
MINIMUM QUALIFICATIONS
Required Experience: Two years of performing Traffic Signal systems maintenance.
Knowledge of: The principles of electrical circuitry and electronics as they relate to Traffic Signal and lighting equipment; tools, materials, and methods used in installing and maintaining Traffic Signal equipment; state and other standards governing placement of Traffic Signals, signs, and street lighting.
Ability to: Understand traffic lighting installation plans and specifications and inspect construction projects for compliance; use computers and software programs; maintain detailed inventory records and prepare reports; train others in the operation, repair, and maintenance of Traffic Signal equipment; establish and maintain effective working relationships; work after hours and on weekends on emergency repairs.
Other Requirements
License: Possession of a valid Class B California Driver's License or obtain within six months from date of hire. Class C license is required at minimum.
Physical Requirements: Ability to lift 75 pounds and work at heights of at least 45 feet. Position includes lifting sign panels and control boxes with or without reasonable accommodation.
For positions designated by the Department of Transportation (DOT) as safety-sensitive, applicants are required to complete a DOT mandated alcohol and drug-screening. (A positive test or refusal to test during the past two years will disqualify an applicant from consideration for County employment). Reference checks from former DOT regulated employers are also required. Applicants must submit a Department of Motor Vehicles (DMV) driving record prior to hire.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.

A new member is defined as any of the following:
  1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  3. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.
