Job description

TPWD MISSION

To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION:

Performs highly complex (senior-level) Purchasing and procurement work.  Under the direction of the Communications Division Budget Coordinator Manager, this position is responsible for purchasing, procurement, and contract specialist functions for the Communications Division. Work involves Purchasing and procuring commodities, equipment, and services, as well as contract management work using guidelines, rules, policies, and laws.  Complies with all statewide procurement and Contracting guidelines administered by the Texas Comptroller's office.  Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.  Performs additional duties as assigned.  Complies with all Agency, Division and Branch rules, regulations and procedures.

MINIMUM QUALIFICATIONS:

Education:

Graduation from High School or GED.

 

Experience:

Two years' experience in contract development, management, or evaluation work;

Two years' experience in purchasing, procurement of goods and services, and procurement support;

Experience in moderately complex solicitations and specification writing.

NOTE:  Experience may have occurred concurrently.

 

Licensure: 

If driving is required, applicant must possess a valid class "C" Texas driver's license;

Must possess or be able to obtain, within one year of employment, one of the following: (1) Certified Texas Contract Developer (CTCD); OR (2) Certified Public Purchasing Officer (CPPO); OR Certified Professional Public Buyer (CPPB).

NOTE:  Retention of position contingent upon obtaining and maintaining required certifications and licenses.

 

PREFERRED QUALIFICATIONS:

Education: 

Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Public Administration, Natural Resources, or a closely related field.

 

Experience:

Experience in using statewide Term Contracts, TXMAS contracts, Open Market processes, Centralized Master Bidders List, and familiarity with the Texas statewide purchasing system (Texas Smart Buy);

Experience in Purchasing and/or contracting goods and services at a Texas state agency, college or university, or local government;

Experience with a financial system [i.e., Centralized Accounting Payroll/Personnel System (CAPPS)] or a similar integrated financial system or automated purchasing system.

 

Licensure:  

Current certification as a Certified Texas Purchasing Manager (CTPM) or Certified Texas Contract Developer (CTCD);

Current certification as a Certified Texas Contract Manager (CTCM).

 

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of state contracting, purchasing, and procurement policies and procedures as published in the Texas Procurement and Contract Management Guide;

Knowledge of contracting regulations and policies, developing contracts, and policies and procedures of contract management;

Knowledge of federal regulations concerning Grants and Agreements;

Knowledge of office practices and general administrative procedures;

Knowledge of recordkeeping and record management;

Knowledge of assigned commodities and products on the open market;

Knowledge of supply sources;

Knowledge of the principles of business administration and accounting;

Skill in the use of Microsoft Office 365 (e.g., Word, Excel, and Outlook) and Microsoft Teams;

Skill in effective verbal and written communication;

Skill in providing quality customer service in a courteous and professional manner;

Skill in effectively managing daily workload responsibilities to timely meet End-users and agency goals and deadlines;

Skill in writing, editing, and report writing techniques;

Skill in recordkeeping, records management, and accurate data entry into relational databases or spreadsheets;

Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts;

Skill in problem solving;

Ability to use an automated financial system to process Purchase Orders/Contracts;

Ability to interpret and explain contract rules, regulations, policies, and procedures;

Ability to provide guidance and assistance to divisional purchasers, contract managers, and/or field staff;

Ability to work as a member of a team;

Ability to work independently with little or no supervision;

Ability to work under stressful conditions;

Ability to maintain flexibility and work with frequent interruptions and multiple changing priorities;

Ability to plan, organize, and prioritize multiple assignments to effectively manage a fast paced and changing work environment without compromising accuracy;

Ability to use sound judgment in dealing with confidential matters of significant consequence;

WORKING CONDITIONS:

Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;

Alternative work schedule may be available;

This position is suitable to telework two days per week and the candidate may be allowed to telework with supervisor approval;

Required to work overtime as necessary, including occasional evening and weekend hours for special assignments;

Must conform to TPWD dress and grooming standards, work rules, and safety procedures;

May be required to operate a State vehicle;

Required to travel 5% with possible overnight stays;

Non-smoking environment in State buildings and vehicles.
