TPWD MISSION

To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION:

The Big Bend Ranch State Park Complex offers recreation opportunities for those seeking a wild and rugged experience, adventure, and solitude. The park offers amazing views and unparalleled night skies along the Rio Grande in far west Texas. This position is located in a very remote and rugged portion of the Chihuahuan Desert. Amenities are limited and cell signal is not reliable. It is recommended that applicants review or research the location prior to applying.  This is an opportunity to join a high-performing, mission-driven team in serving the people of the State of Texas and beyond through stewardship, service, excellence, integrity, and teamwork. 

Under the direction of the Park Superintendent and Maintenance Supervisor, this position performs advanced (senior-level) construction, restoration, renovation, and maintenance work. This position is responsible for assisting the Lead Operations Ranger with all levels of park maintenance operations and administration. Responsible for the proper operation, maintenance, and repair of the water and wastewater treatment and distribution systems at Big Bend Ranch State Park. Responsible for regulatory compliance in all utility operations to include completion of required forms and reports as required by the Texas Commission on Environmental Quality (TCEQ) and the Texas Parks and Wildlife Department (TPWD). Performs water testing procedures and general maintenance and cleaning of water facilities. Performs all phases of maintenance and repairs to other park facilities, equipment, grounds, vehicles, and electrical and plumbing systems. Responsible for all vehicle fleet maintenance and small engine equipment. Assists in enforcing park rules and regulations and performing resource management tasks. Other duties include recordkeeping, purchasing, scheduling work, maintaining standard operating procedures for park equipment and vehicles, following safety program, responding to emergency situations as necessary, park plans, and park fiscal control plan. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.

MINIMUM QUALIFICATIONS:

Education:

Graduation from High School or GED.

 

Experience:

Four years of facility, equipment or grounds maintenance experience;

Four years of automotive or small engine repair experience.

NOTE: Experience may have occurred concurrently.

 

Licensure:

Must possess a valid class "A" Texas Commercial driver's license OR must possess or be able to obtain, within 30 days of employment, a valid class "C" Texas driver's license and convert to a class "A" Commercial driver's license within 6 months of employment;

NOTE: Retention of position is contingent upon obtaining and maintaining required licenses and compliance with State and Federal regulations including the Department of Transportation (DOT) required drug and alcohol testing.

Must possess or be able to obtain, within one year of employment, a class "D" Water and

Wastewater license issued by the Texas Commission on Environmental Quality (TCEQ).

NOTE: Retention of position contingent upon obtaining and maintaining required license and compliance with the Texas Commission on Environmental Quality's (TCEQ) Criminal Conviction Guidelines.

 

PREFERRED QUALIFICATIONS:

Experience:

Experience in vehicle, small engine, and heavy equipment repair;

Experience in customer service;

Bilingual in English and Spanish.

 

Licensure:   

Current class "D" Water and Wastewater license issued by the Texas Commission on Environmental Quality (TCEQ).

 

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of basic plumbing, carpentry, electrical, masonry, janitorial and mechanical maintenance and repair tasks;

Knowledge of facility, equipment and ground maintenance;

Knowledge of general custodial duties and general maintenance techniques;

Knowledge of resource management principles;

Knowledge of TCEQ regulations on the proper operation and performance standards for public water systems;

Knowledge of basic mathematics;

Skill in using MS Word, Excel and Outlook;

Skill in effective verbal and written communication;

Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts;

Skill in providing quality customer service in a courteous and professional manner;

Skill in managing several projects simultaneously;

Skill in the use of hand and power tools, mowers, trimmers, chain saws, tractors, vehicles, generators and other mechanical equipment;

Skill in using personal computers;

Skill in basic monthly report writing;

Skill in applying worker safety programs to work situations;

Skill in making independent, sound and timely decisions;

Skill in meeting deadlines;

Skill in training others;

Ability to operate and maintain water distribution systems in accordance with TCEQ guidelines;

Ability to work as a member of a team;

Ability to communicate effectively with the public;

Ability to develop and implement maintenance and repair programs;

Ability to coordinate projects and work schedules;

Ability to work independently with little or no supervision;

Ability to maintain level of physical health appropriate for assisting with Search And Rescue events;

Ability to perform manual labor including, lifting supplies and materials up to 50 lbs.;

Ability to conduct work activities in accordance with TPWD safety program.

 

WORKING CONDITIONS:

Required to work in a public park with overnight camping;

Required to work 40 hours per week, includes various schedules with hours other than 8:00 a.m. to 5:00 p.m., and days off other than Saturdays, Sundays and holidays;

Required to respond to emergency and on call situations;

Required to perform work outdoors, occasionally in adverse weather conditions;

Required to perform manual labor including, lifting supplies and materials up to 50 lbs.;

Required to operate a State vehicle;

Required to pass drug screening prior to employment;

Required to pass a previous employment drug testing history verification for all CDL positions held within the past two years;

Subject to random, post-accident and reasonable cause testing for the duration of employment;

Required to travel 10% with possible overnight stays;

Must conform to TPWD dress and grooming standards, work rules and safety procedures;

Non-smoking environment in State buildings and vehicles.
