Directs and manages all aspects of the toll maintenance and technology equipment needs for the department. Responsible for implementing new toll technologies and toll project requirements needed to meet the rapid changes brought on by increased customer use, additional toll roads and State and National Interoperability mandates. Work involves analyzing performance to identify improvement projects, the coordination of project activities with other governmental jurisdictions, private sector partners and contractors and manages the toll system maintenance of toll road projects statewide. Supervises a group of technical employees. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties:
- Assists in developing and monitoring budgets and expenditures.
- Serves as a liaison and division contact in area of expertise and represents division at state and local level.
- Directs and oversees Toll Systems maintenance related activities including overseeing independent lane audit program.
- Oversees or conducts site visits to monitor toll maintenance activities and progress including lane audits and ensures quality assurance/quality control processes.
- Directs multiple toll program activities and develops and implements management controls and oversight procedures to ensure Vendor compliance.
- Serves as project lead for toll projects statewide
- Develops and/or interprets contract requirements and specifications in support of toll projects statewide.
- Supervises TxDOT employees by assigning duties; authorizing personnel actions; approving leave requests; conducting career conversations; and motivating team to accomplish established goals.
- Analyzes, develops, recommends and/or implements toll system maintenance management policies and procedures.
- Coordinates the review of toll road modifications, utility permits, drawings, standards, specifications and/or cost estimates.
- Provides management of Toll Systems maintenance and associated support.
- Performs other job responsibilities as assigned.
Minimum Qualifications:
Education: Bachelor's Degree in Telecommunications Technology, Computer Science or Information Technology, Engineering, or a related discipline

Experience:
- 6 years of experience in toll road maintenance management, technical/toll/traffic control/computer operations, transportation or traffic management. (Experience can be satisfied by full-time or prorated part-time equivalent). Related graduate-level education may be substituted for experience on a year-per-year basis.
- Must have 3 years of supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
Licenses and Certifications: Valid driver's license. This position requires driving a state vehicle.

Physical Requirements and Working Conditions:
- Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
- Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
- Medium work: Lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs
