Job description

The California Department of Social Services, Information Systems Division (ISD), is seeking a highly motivated, qualified individual to join an exciting and diverse team. ISD's mission is to develop, support and promote the business value of IT which comes from the ability to conduct business processes more reliably, faster and at lower cost. ISD creates value by continually improving customer service and providing access to information that enables better decision making by department's business units.
The Information Technology Supervisor II (IT Sup. II) acts under the general supervision of the Information Technology Manager II (ITM II). The IT Sup II works on Development Resources and associated technologies for CDSS. IT Sup. II works with all Divisions to identify information technology (IT) needs, develop solutions and provide various services through negotiated agreements. Works closely with staff from other branches within the Information Systems Division (ISD) as well as organizations within and external to the California Department of Social Services (CDSS) to meet IT needs in support of a specific division and the department as a whole.

Working Conditions
This work location is very convenient! The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer's markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.

Special Requirements
This position is subject to fingerprinting clearance by the Department of Justice.

Candidates who reside outside of the State of California may be admitted to the job interview, but they must provide proof of residence in California prior to being eligible for appointment.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Bachelors' degree in Computer Science, Information Systems, Engineering, Science or a related discipline.
  • 3+ years of State IT management experience managing application development teams, testing teams or similar environments.
  • 5+ years of application development and support, testing, Release Management or lead experience.
  • Knowledge of the California Department of Technology's Project Approval Lifecycle (PAL), ITIL and ITSM V2andV3 framework and principles. Certification is desirable.
  • Knowledge of project management concepts, principles, practices, and processes prescribed by the Project Management Body of Knowledge (PMBOK)
  • Experience with cross-functional project management using agile, hybrid, and waterfall methodologies and framework for successful project and product delivery outcomes.
  • Experience with project management charters, WBS, plans, schedules, communications, risk and issue analysis.
  • Previous experience managing large size enterprise projects of high risk and visibility.
  • Proficient in MS Suite including Project, PowerPoint, and Visio.
  • Knowledge of the Systems Development Life Cycle (SDLC) phases and processes.
  • Knowledge of complex customer service and support principles in an IT environment.
  • Knowledge of methods and practices for troubleshooting, recovery, adjusting, modifying and improving complex IT systems.
  • Ability to direct the research, evaluation, and testing of complex hardware and software products and systems solutions and make recommendations or decisions.
  • Knowledge of business and technology practices within a service industry setting. Experience with IT control agencies in development of an IT project.
  • Demonstrated interest in working with diverse teams.
  • Strong verbal and written communication skills.
  • Ability to make decisions, influence others.
  • Ability to multi-task and adjust to priorities to coincide with overall Division and Department priorities
