Summary
This position is in the Global Strategy and Negotiation Division (GSN), Multilateral and Regional Affairs Branch (MRB), Office of International Affairs (OIA), Federal Communications Commission (FCC) located in Washington, DC.

Duties
The incumbent serves as a Telecommunications Specialist responsible for providing policy advice on U.S. and international communication matters, represents the FCC at interagency and international meetings, serves on the U.S. delegations on bilateral and multilateral fora, including various international organizations,, such as the International Telecommunication Union (ITU); researches and drafts any assigned documents including memos, policy recommendations, OIA and FCC public notices and orders on matters related to the FCC's and OIA's mission.
As a policy expert and advisor, the incumbent provides substantive policy advice, interpretation, and opinions on a wide range of policy issues. The incumbent will also develop, conduct the research, and present the conclusions and recommendations to support development of Commission policy and positions, including the cases where there are no clearly applicable precedents. In addition, the work includes the following duties, as needed:
  • Provides administrative guidance and direction on policies and objectives for addressing complex matters as well as interprets regulations, orders, opinions, or other instruments and may sometimes present same to U.S. delegations, international delegations, and/or foreign administrations.
  • Performs complex and extensive historical and factual research, analyzing and assessing the intersection of foreign policies with U.S. policy; analyzing impact of foreign policy on U.S. entities participating in foreign markets; stays updated on news regarding the global telecommunications industry. The work often requires extensive research from diverse non-traditional sources, such as news articles and regulatory press releases,, is complex and fluid (rapidly evolving to meet changing technology), and requires creative reasoning, interpretation, and application.
  • Prepares written proposals, positions and advocacy materials to urge adoption or modification of rules and regulations; and other documents such as letters, memoranda, and other correspondence for the signature of the appropriate FCC officials in response to public inquiries.
  • Maintains comprehensive and up-to-date knowledge of agency policy and practice, procedural and substantive rules and regulations, statutes, and Commission decisions to support trade and treaty negotiations, as well as maintain knowledge of foreign rules and policy developments pertinent to U.S. interests.
  • Participates with senior management and attorneys in developing and recommending policies, rules, and procedures that have the potential to become the subject matter of future disputes.
  • Prepares professional oral and written policy advice and opinions to support the Branch, Division, and OIA management and staff in the interpretation of laws, regulations, statutes, and directives on issues and policies within his/her area of responsibility. Resolves policy questions by independent research and utilizes skill in recognizing those situations on which Division management should be briefed.

Qualifications
Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees asking to be considered under Merit Promotion procedures must meet time-in-grade requirements by the closing date of this announcement.
Candidates must meet all of the specialized experience requirements outlined below in order to be deemed as qualified.
Specialized Experience
GS-13
In order to be deemed as qualified candidates must demonstrate one year of specialized experience which is equivalent to the GS-12 grade level in the Federal service. Specialized experience is defined as follows:
1. Experience performing economic, legal and policy analyses on international communication markets and services.
2. Experience conducting research and studies involving regional and global international policy trends and their implications for the United States and its' communications policies.
3. Experience representing an organization in international conferences and multilateral meetings involving communication matters.
4. Experience preparing written proposals, positions and advocacy materials to urge adoption or modification of rules and regulations.
GS-14
In order to be deemed as qualified candidates must demonstrate one year of specialized experience which is equivalent to the GS-13 grade level in the Federal service. Specialized experience is defined as follows:
1. Experience performing economic, legal and policy analyses on international communication markets and services.

5. Experience providing substantive policy advice, interpretation, and opinions on a wide range of policy issues.
6. Experience presenting conclusions and recommendations in support of the development of policies and positions.
You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs):
  • Extensive knowledge of the Telecommunications Policy process, including superior skill in applying advanced research and analytical techniques to complex technical, economic, and legal issues to develop, recommend, and evaluate policy options and alternatives; and the ability to develop new approaches to the research and analysis in these areas.
  • Ability to perform multidisciplinary analyses by relating regulatory and policy concepts to technical, economic, legal, societal, and institutional developments.
  • Ability to write clearly, concisely, and in an organized manner with conclusions fully supported by appropriate facts and analysis.
  • Ability to apply mature judgement in assessing the various precedents relating to the issues involved, and to select that within which the particular factual pattern is most appropriately included.

How You Will Be Evaluated-DEU Hiring Procedures
The FCC determines the BEST QUALIFIED CANDIDATES based on the major job related competencies and evaluation of your knowledge, skills, and abilities reflected in your application and supporting documents using the CATEGORY RATING PROCESS. Time in grade restrictions do not apply to DEU hiring procedures.
All eligible applicants under Delegated Examining (DEU) will be placed in one of the following three categories:
1. Highly Qualified (Score 90-100) - the applicants possessing a background that demonstrates a superior level of major job related competencies and possession of all evaluation criteria;
