Job description

Under general supervision, installs, repairs, maintains and keeps computers and network systems functional for Humboldt County & the Public Safety Communications System and other agencies; and performs other work as assigned.
DISTINGUISHING CHARACTERISTICS:
Technology Services Technician I is the entry level class in the Technology Technician series. Initially under close supervision, incumbent learns County and department procedures. As experience is gained, incumbent will work more independently within established guidelines. Supports help desk and supporting trouble tickets.
Technology Services Technician II is the working level class of this series, fully competent to independently perform a variety of technology support functions, including being primarily responsible for installing and keeping functional computers, networking, communications, TV translators and keeping records and ordering components/supplies. Positions are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision in non-routine circumstances.
Technology Services Technician III is the advanced journey level class of this series and is fully crossed trained within the department. Technology Services Technician III is distinguished from Technology Services Technician II by the former's assignment to the most difficult, technical, complex and specialized work projects, involvement in design aspects for communication, complex network systems with supporting hardware, and its level of independence. Employee in this class receives only occasional instruction or assistance as new or unusual situations arise. Employee in this class with supervisor approval may assign and oversee the work of other staff. EXAMPLES OF DUTIES:
The duties listed below are examples of the work typically performed by an employee in this class. An employee may not be assigned all duties listed and may be assigned duties which are not listed below. Marginal duties (shown in italics) are those which are least likely to be essential functions for any single position in this class.

  1. Installs, repairs and maintains County-wide networks supporting public safety, TV translators, County PC's and TV translator systems and components consisting of complex electronic equipment for County departments and other approved agencies (equipment such as, but not limited to: handheld and mobile two way radios; vehicle lighting and siren systems; computers, network equipment, routers, firewalls, switches; dispatch consoles with remote network radio consoles; data radio networks; VOIP & ROIP networks; controller paging encoders; transmitters; interfaces to CAD dispatch and weather monitoring systems; TV and FM radio transmitters, translators, and receivers; satellite receiving systems; video cameras, monitors and supporting network; analog and digital telephone systems; audio and video network recorders).
  2. Assist with new design requests; assist with evaluation of existing communication systems and the future demands for communication service; make recommendations on equipment needs; compute the costs associated with additional equipment, as needed.
  3. Operates test equipment or software support such as, but not limited to cable analyzer, oscilloscopes; current, power and voltmeters; microwave link analyzers, spectrum analyzers, base-band analyzers, RF frequency counters, noise loading test sets, baseband synthesizers, audio test sets, transmission impairment measuring test sets, T1 test sets, SWR test sets, sweep generators and deviation calibrators; semiconductors and curve testers; tuning and adjustment tools; signal generators and wave form monitors, SNMP software, remote support software, facility monitor software.
  4. Operates drills, hole saws, chassis punches, drill presses, soldering irons, power saws and tower erection tools, and related hand tools.
  5. Responds to service calls from customer; determines problem(s), troubleshoots cause of network or PC, or printer, or communication system failure; explains to customer the problem and the procedure to be followed to resolve the problem.
  6. Maintains towers and other antenna support structures, and installs and repairs antenna systems on those structures. Maintains the physical structure of local and remote networks and microwave, communication sites by repairing, replacing, installing and maintaining structural components; installing and replacing defective and deteriorating materials; clearing the area of debris; painting the structures as needed.
  7. Orders networking or communication equipment, tools and supplies for use in performing job duties.
  8. Performs emergency building maintenance and repairs at remote County facilities.
  9. Operates 4-wheel and 2-wheel drive vehicles and snowcat into remote, mountainous county sites in varying weather conditions.
  10. Keeps records of work completed, equipment and supplies used, and hours worked on jobs for various County departments and other agencies.
  11. Reviews and follows instructions for safe use of all materials, tools and equipment used.
Knowledge and Ability:
Knowledge of;
  • Electronics including AC/DC principles
  • Pulse circuits, solid state and integrated circuit devices
  • Microwave and multiplex principles and theories
  • Analog and digital electronics; microprocessors
  • Repeater stations
  • Radio systems (such as transmitters, receivers, transceivers, mobile and portable radios, base stations-dispatch consoles)
  • Computers and peripheral hardware
  • Network hardware (such as managed switch's, firewalls and routers);
  • Television and video systems
  • Telephone systems; antenna systems,
  • Public address (PA) systems
  • generators and emergency equipment
  • Solar electric systems
  • Processes and procedures used in circuit analysis and corrective diagnosis, bread boarding and circuit construction, modification, repair and troubleshooting of related equipment
  • Math including algebra and trigonometry
  • Calibration principles and techniques
  • Federal Communications rules and regulations and national electrical code.
Skill to;
  • Prepare detailed descriptions of user needs and steps required to develop or modify computer programs;
  • Review network and computer systems' capabilities to determine if requested applications or application change is possible;
  • Plan and prepare technical reports, memoranda and instructional manuals as documentation of program development; and
  • Communicate effectively both orally and in writing.
Ability to;
  • Work independently
  • Apply principles analysis and past practical experience to repair and/or modify communications or ancillary equipment in situations which may include isolated locations without direct contact with technical assistance
  • Read, understand and follow complex instructions and schematics in the performance of job duties
  • Sense directions (North, South, East, West) and maintain awareness of location when moving between work locations;
  • Work in high places
Special Requirements:
  • Maintain a current and valid Nevada driver's license.
  • Must pass an FBI and local law enforcement background check.
  • County-wide networks for public safety communication systems must be maintained and kept functional and may require the Technology Services Technician to travel extensively, be on call during non-working hours including holidays, and may be required to work past regularly scheduled work hours.
Experience and Training:
Any combination of training, education and experience that would provide the required knowledge and abilities. A typical way to gain the required knowledge and ability is:
  1. Level I: One year of general information technology experience involving public contact. High proficiency of PC systems, tools and applications. High school diploma or equivalent. Entry level Cisco Career Certification corresponding to duties, functions, and expertise outlined herein.
  2. Level II: All requirements Level I. Three (2) years of experience in information technology, or radio communications technology or both. Associate's degree in Information Systems or related field from an accredited college, or university and Associate or Professional level Cisco Career Certification corresponding to duties, functions, and expertise outlined herein.
  3. Level III: All requirement of levels I and II and five (5) years of progressively responsible professional information technology and communications radio technology experience which involved quality assurance, computer operations, systems administration, network administration, database administration, applications analysis, assisting in design aspects of Technology Services systems listed herein, or information security.
