SUMMARY: Under limited supervision, is responsible for the daily supervision of the Technical Maintenance Group that installs, maintains and repairs or replaces the mechanical, electrical, structural and electronic instrumentation equipment at water and wastewater plants, facilities and conveyance systems. Ensures efficient non-interrupted operation of the same and adherence to the BJWSA Strategic Plan to include ethics, policies, procedures and standards. Reports to the Director of Technical Maintenance.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Duties include but are not limited to:
- Performs various supervisory duties in managing subordinate staff to include training, instructing, assigning and reviewing work, maintaining standards and guidelines through the proper coordination of activities, allocating personnel appropriately. Performs personnel related functions such as acting on employee problems, providing recommendations for selection of new employees, transfers, promotions, disciplinary actions, and discharge.
- Monitors adherence to safety and security policies and recommends changes when needed.
- Provides on-the-job training, guidance, and task leadership.
- Performs supervisory responsibilities of facility maintenance, including lighting, painting, carpentry, plumbing, landscape irrigation and HVAC systems.
- Supervises the maintenance, repair and calibration of mechanical, electrical, instrumentation, and process control for new equipment, phone lines and LAN lines.
- Supervises the maintenance, repair and or installation of plumbing pipe, fittings, valves and associated equipment at all facilities.
- Coordinates and supervises the group’s installation of new equipment such as pumps, motors, instrumentation, etc., and coordinates with outside contractors for removal, repair and reinstallation of same.
- Initiates, receives, reviews, processes and transmits a variety of information and reports on a daily, weekly, monthly and annual basis such as maintenance work orders, electrical schematics, mechanical drawings, instrumentation calibration reports, National Electric Code interpretations, personnel evaluations, time cards, technical publications on equipment and instrumentation.
- Provides assistance and information to the Water and Wastewater Operations Managers and Chief Operators of the Water & Wastewater plants concerning the systems operations and maintenance.
- Performs other duties as required.
MINIMUM QUALIFICATIONS

EDUCATION and/or EXPERIENCE: Prefer an Associate’s Degree with coursework in electrical wiring, plumbing, electronics, data communications or industrial controls. Minimum of five years’ experience in the water and sewer industry involving carpentry, plumbing, pipefitting, welding, electrical wiring, electrical control, etc., and related Technical Maintenance activities required. Must have 3 years’ experience in supervisory or lead position. Must possess ability to communicate, both orally and in writing and requires computer experience in Microsoft Office Products with the ability to use software used by the Authority. BJWSA training in confined space entry, bloodborne pathogen, hazardous material, first aid/CPR, forklift operations, crane operations, and lockout-tagout. Required.
CERTIFICATES, LICENSES, REGISTRATIONS: Prefer Master Electrician License, Commercial Driver’s License (CDL), Class “A” Water Distribution license and Class “A” Wastewater Collection System license.

Language Ability: Requires ability to read a variety of codes, regulations, policy and procedure manuals, maps, construction drawings, work orders, etc. Requires the ability to prepare routine reports, performance appraisals, records, etc. with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with clarity, voice control and confidence.
Intelligence: Requires the ability to apply principles of rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic or schedule form. Requires the ability to apply influence systems in managing a crew; to learn and understand relatively complex principles and techniques, make independent judgments in absence of supervision and acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

Must be able to communicate effectively and efficiently with persons from a variety of educational backgrounds using technical terminology as required.
Numerical Aptitude: Requires the ability to utilize mathematical formulas, add and subtract totals, multiply and divide and determine percentages and decimals.
Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape, and visually read various information.
Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using mechanic tools, etc. and operate motor vehicles.
Manual Dexterity: Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, tools, etc. Requires the ability to handle a variety of items, control knobs, switches, etc. Must have strong levels of eye/hand/foot coordination.
