BACKGROUND

Partner’s Environmental Solutions (ES) Group is a 50-person team across the United States. Partner’s ES Group is a well-developed environmental assessment, mitigation/remedial and action practice (including but not limited to site characterization, remedial and removal actions, mitigation design, risk assessment, regulatory interaction, litigation support and expert witness work) with over 400 active projects nationwide. The ES West Region consists of 20 employees who work out Torrance (corporate headquarters), Irvine, Pasadena, Sacramento, Corona, Portland, Phoenix, Seattle, and the San Francisco Bay Area and manage over 100 active projects.

 

ESSENTIAL DUTIES, TASKS & RESPONSIBILITIES

The essential duties, tasks and responsibilities of the Technical Director role include independent project management, technical consultative responsibilities, and supporting the West Region Director with overall operations of the Region.  Duties, Tasks, and Responsibilities are likely to include:

  • Manage Complex Projects and Build Skilled Practices to provide best-in-class service to clients;
  • Ensure that the ES West Group delivers high quality work by reviewing select submittals prepared by other Project Managers (PMs), prior to their submittal to client and/or regulatory agencies;
  • Support West Region Director with management of high-performance project team and assigning resources through existing staff tracking tools. Mentor and train junior staff as a part of project work;
  • Together with other Senior PMs/Regional Director respond to incoming technical proposal requests for the West Region which come from Partner’s internal pipeline and via Relationship Managers (RMs-sales) at a rate of approximately 1-5 per week. This involves the expedited examination of data/deadlines included in the requests and then assigning, preparing and/or reviewing the proposals and assisting in tracking the outcomes;
  • Anticipated utilization goal of 60-75%, with the vast majority of this work being comprised of existing and new projects generated by other Partner RMs and referrals;
  • Serve as the senior technical resource in California and West Region for Partner’s project managers and sales team;
  • Support proposal development, technical consultation, and project implementation in other areas of the U.S. as needed for ES national practice;
  • Ensure project quality and timeliness by managing fieldwork processes, prompt entry of laboratory and field data, preparation of Figures in CAD or GIS and implementing QA/QC procedures throughout;
  • Review, interpret and report or otherwise relay to findings of work to clients, relationship managers (sales) and regulatory agencies in a timely manner;
  • Assure on-time, on-budget completion of staff assignments and deliverables;
  • Prepare monthly billings promptly and track accounts receivable for projects;
  • Develop and present training sessions and lead the updating and development of Standard Operating Procedures;  
  • Participate in the ongoing development of ES standard field protocols and procedures, implementing electronic field forms and mapping tools, lead technical breakout sessions, and knowledge sharing;
  • Assist the West Regional Director and National ES Managing Director in the management and implementation of quality assurance and training program, including ensuring that the most recent report, table and figure templates are being uniformly utilized for project and proposal deliverables;
  • Prepare and lead technical data presentations of project results to clients and regulatory agencies, working to drive sites toward regulatory agency closure;
  • Maintain up-to-date knowledge of changing regulatory requirements, investigation, and remediation technologies to build trust with clients and regulatory agencies;
  • Ensure that Partner owned equipment is properly scheduled, assigned, and billed to projects. Assist the Regional Administrator and Director in tracking income, maintenance and expenses for monitoring, mapping and SVE equipment to allow for the purchase of additional equipment;
  • Respond to requests for proposals generated by Partner Client Relationship Managers (RMs) by preparing scopes of work and costing sheets that ensure profitable project implementation;
  • Prepare proposals collaboratively with the ES team and RMs, oversee timely proposal communication and negotiation with clients and follow up on proposal status and tracking;
  • Contribute to building company credibility, brand value, and trust with existing and prospective customers;
  • Gain knowledge, insight and understanding from key decision-makers regarding client’s needs/challenges; Identify strategies that address client’s needs;
  • Support both the Partner staff and the Clients by meeting with Clients on a regular basis; and

 

EXAMPLE PROJECTS

Example ES West projects include:

  • Complex Phase II Site Assessments with sampling soil, groundwater, sub-slab/soil vapor, indoor air, leading to the development of conceptual site models and remediation strategies;
  • Development of risk-based clean-up levels and site-specific vapor attenuation factors through collection of radon or side-by-side indoor air sample;
  • Methane assessment, design of barrier systems, installation oversight and long-term monitoring;
  • SVE Pilot Tests and full-scale remediation including system installation, O&M and optimization with on-going risk evaluation driving towards site closure;
  • Design, installation and monitoring of VOC mitigation solutions including vapor barriers, sub-slab depressurization systems and HVAC solutions such as bi-polar ionization systems;
  • In-Situ Injection for soil or groundwater remediation with preparation of required WDR permits and associated monitoring;
  • Large scale excavation projects with confirmation sampling, SCAQMD Rule 1466/1166 monitoring, soil import evaluation and documentation for agency closure;
  • Technical litigation support for matters involving determination of release sources/responsibilities, and engineering defects;
  • Expert Report preparation and Expert Witness Testimony;
  • Development and implementation of active Soils Management Plans and programs including the permitting and oversight of subsurface demolition activities, waste disposal and dust mitigation and monitoring programs;
  • Underground Storage Tank Removal permitting, oversight, reporting and agency closure negotiations;
  • Remedial Cost Estimates to facilitate real estate transactions and property/litigation risk evaluation; and
  • Location, assessment, and remediation of historic oil well, including orphan wells.

 

QUALIFICATIONS

  • Minimum – Registration as a Professional Geologist or Professional Civil Engineer in at least one West Region state
  • 10 -15 + years relevant experience
  • Strong interpersonal and communication skills
  • Ability to manage collaboratively and invoke a positive work culture
  • Ability to effectively interact with other Managers and Directors
  • Current 40-hour HAZWOPER training a plus

 

PHYSICAL REQUIREMENTS

  • Must be able to read, write, speak & comprehend English
  • Must be able to communicate clearly in person and over the telephone
  • Visual acuity adequate to perform job duties, including reading information from printed sources and computer screen
  • Requires frequent bending, reaching, standing, walking, sitting, pushing and pulling exerted regularly throughout the work shift.

 

COMPENSATION

$105,000 - $140,000 DOE
