ESSENTIAL FUNCTIONS AND PURPOSE (Job Description)

Provide professional level support in the full life-cycle (sourcing, screening, qualifying, selecting and hiring) processes of attracting and retaining highly-qualified personnel. Partner with hiring managers on recruiting and evaluating external, internal and resource labor candidates. The Talent Acquisition Specialist also ensures that the temporary labor resource needs of NASSCO are met, utilizing authorized providers and ensuring qualified placements, while maintaining the corporate philosophy on the use of temporary labor resources.          
   
POSITION DEMANDS (Education/Training)
                    
Typically has a BA/BS in a related field of study plus two (2) years directly related experience, or AA/AS plus four (4) years directly related experience, or six (6) years’ directly related experience.  Recruiting experience strongly preferred.

PHYSICAL DEMANDS

Work is generally performed in an office environment; however, this position may occasionally require the ability to physically board ships and transit areas of NASSCO shipyards and other worksites, including piers, shops and industrial areas.  This position requires the ability to wear PPE, including, but not limited to hard hat, steel toed boots and safety glasses. While performing the duties of the job, the employee maintains the ability to commute to other buildings in and outside the shipyard for meetings, presentations and training.  Occasional exposure to weather, rain, snow, extreme heat and cold temperatures, uneven, slippery surfaces, heights, confined spaces, industrial equipment, dust, fumes and moderate levels of noise.

 

WORKING RELATIONSHIPS

Reports to the Human Resources Manager. Exercises discretion when prioritizing recruitment activities.  Interacts with all levels of employees, management internal and external candidates as well as temp labor agencies and employees. This position has no direct reports.

 

PRINCIPAL RESPONSIBILITIES

•    Maintain and coordinate recruitment strategies for attracting and selecting candidates.
•    Facilitate on-boarding activities.
•    Represent company at recruitment events and job fairs. 
•    Develop strategic relationships with local job networks.
•    Manage new hire processes. Responsible for sourcing, screening, obtaining references, background checks, interview    
      scheduling, and travel arrangements throughout the new hire process. 
•    Facilitate and/or co-conduct new employee orientation.
•    Maintain a pipeline of qualified candidates for future consideration.
•    Create job postings; update websites and coordinate advertisements.
•    Maintain recruitment strategy for attracting and selecting candidates and temporary employees. 
•    Serve as key point of contact for temp labor agencies. Ensure requirements as an Equal Opportunity/Affirmative 
      Action employer are actively in place. 
•    Coordinate between hiring managers and temporary labor providers.
•    Review, revamp and create new job descriptions.
•    Phone screening applicants to ensure qualifications are met. 
•    Ensure timely follow up with candidates.
•    Open, extend and close job requisitions.
•    Create statistical matrix and analytics utilizing PeopleSoft and recruiting data.
•    Participate in continuous improvement initiatives, including safety, quality, and costs.
•    Perform additional duties and responsibilities as assigned.
   

ACCOUNTABILITY

Accountable for accurate and timely processing of recruitment demands within corporate guidelines and applicable laws and regulations.  Responsible for effectively supporting Hiring Managers with the selection and hiring of highly qualified personnel. Responsible for insuring that the temporary labor resource needs of all NASSCO are met utilizing authorized providers, ensuring qualified placements, while maintaining the corporate philosophy on the use of temporary labor resources.
      
UNIQUE/ADDITIONAL REQUIREMENTS
Regular, reliable attendance on-site is an essential function of the job. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to focus.  While performing the duties of the job, the employee is regularly required to sit, use hands and fingers, handle objects, controls and use of a keyboard. Employee should have the ability to stand for extended periods of time, and the ability to talk and hear.  The noise level in this environment is usually moderate.

 

Pay Range:    $62,050 - $80,300 Annually

The pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity.
