Note: The normal starting pay for this position is the minimum of the pay range listed above. A higher rate of pay may be considered, dependent on the qualifications and experience of the selected applicant and/or the City's step placement policy.
This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.
This job classification has been designated as a cyber security sensitive job classification effective June 26, 2023, in order to comply with United States Department of Justice, Federal Bureau of Investigation, Criminal Justice Information Services (CJIS) Division's Criminal Justice Information Services Security Policy (Version 5.9.2, 12/07/2022), 5.12 Policy Area 12 Personnel Security. The policy requires national fingerprint-based records checks be conducted prior to granting access to criminal justice information for all personnel who have unescorted access to unencrypted Criminal Justice Information (CJI) or unescorted access to physically security locations or controlled areas (during times of CJI processing). Employees in this job classification will be subject to a Criminal Justice Information Services (CJIS) Interstate Identification Index (III) Fingerprint Background check after receiving a conditional offer of employment. Additionally, employees in this job classification must complete Level 4 Security Awareness Training and pass an online certification test.

DEPARTMENTAL INFORMATION
This position will support the Private Development and CIP work groups in the Utilities Department Engineering Division. The Private Development section is responsible for reviewing all private development plans related to the water and wastewater system development for residential, commercial, and industrial improvements for the City of Oklahoma City. The CIP group is responsible for all design, review, and construction of all public capital improvement projects for the Utilities Department.
JOB SUMMARY
This position is located in the Engineering Division of the Utilities Department within the City of Oklahoma City and reports to an immediate supervisor. Work is performed on an independent basis, requiring previous knowledge of development and/or support for commercial and custom applications serving a broad range of business needs. Essential job functions include: designing, developing, evaluating, acquiring, modifying and maintaining applications and/or systems to be utilized within a large municipal government enterprise. Specific tasks include, but are not limited to technical analysis of business application requirements; preparation of logic flow charts and layout diagrams; evaluation of computer hardware and software specifications; provisions of supportive documentation for work performed; data acquisition and application development; program/system maintenance (tests/modifications); work planning and allocation; and information exchange; analyzing cost statistics and preparing economic comparisons of alternatives. As a technical expert, the employee acts as a liaison between the department, internal customers and/or external vendors. A Systems Analyst I may be responsible for supervising the work performance of Programmers and Programmer/Analysts. Work efforts and final products are reviewed at the discretion of the supervisor.

JOB REQUIREMENTS - GENERAL
  • Knowledge of standard Project Management methodologies used to implement multi-tier systems, including hardware and application components.
  • Skill in supporting commercial and/or custom applications.
  • Skill in developing application documentation for technical and functional users.
  • Skill in conducting business application needs assessments.
  • Skill in conducting process improvement analysis and defining project requirements.
  • Ability to travel.

DEPARTMENTAL PREFERENCES
  • Experience Geographic Information Systems (GIS) standards, practices, and procedures.
  • Knowledge of geography and its applications to map design and spatial analysis.
  • Knowledge of GIS systems in a multi-user environment.
  • Experience in reviewing construction drawings.
  • Experience in collaboration with technical and non-technical people.

WORKING CONDITIONS
  • Primarily inside in a climate-controlled environment.
  • Subject to frequent low-level noise from data processing equipment.
  • Occasionally required to work beyond normal working hours or to change working hours when conducting training or systems analysis.
