Summary
As a Senior Sustainability Program Manager, you will be responsible for management, control, development, coordination, and execution of Sustainability Programs for Public Building Services (PBS), Rocky Mountain Region 8.
Location of position: Public Buildings Service, Facilities Management Division in Region 8.
We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties
The major duties for this position include but are not limited to the following:
  • Serves as the main point of contact, responsible for providing expert advice in the development and implementation of sustainability projects and programs throughout the Region.
  • Initiates and supports sustainability and LEED (or other sustainability practice) training for all Regional personnel.
  • Conducts briefings and discussions with agency representatives, GSA personnel, contract Architecture & Engineering (A/E) and construction firms and other external organizations such as sustainability/environmental advocacy groups and local governmental entities.
  • Maintains ongoing liaison with leadership, GSA personnel, customer agencies, energy programs, sustainability experts, private industry, and contractor personnel for the purpose of exchanging current data regarding energy, sustainability, USGBC and other professional organizations' guidance and new laws, regulations, and agency guidance.
  • Develops partnerships to help solve sustainability challenges and leverage limited resources.

Requirements
Conditions of Employment

The GS-13 salary range starts at $103,409 per year and varies by location.
To qualify at the GS-13: Applicants must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is experience managing and implementing Sustainability Program principles and practices. Sustainability program principles and practices include those that relate to waste management and diversion (recycling), Key Sustainable Products (KSPs) for sustainable purchasing, Guiding Principles for Sustainable Federal Buildings (Guiding Principles), LEED (Leadership in Energy and Environmental Design), etc. Experience must include developing overall strategic program plans and objectives; developing scopes of work or specifications to incorporate program requirements; participating in integrated teams to promote or implement program policy and directions; assessing performance measures and targets; reviewing program activities and providing recommendations and resolution to issues.

How You Will Be Evaluated
You will be evaluated for this job based on how well you meet the qualifications above.
You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities. Your responses to these questions must be supported by your resume or your score may be lowered.
  • Mastery knowledge of administrative programs and processes associated with the regional sustainability effort to develop, lead, and administer projects, programs and initiatives.
  • Comprehensive knowledge of the U.S. Green Building Council's (USGBC) LEED green building certification system for the design, construction, and operation of green buildings.
  • Comprehensive knowledge of a wide range of environmental standards, legislation, regulations, and guidance, such as Energy Star, American Society of Heating, Refrigeration, and Air-Conditioning Engineers (ASHRAE), and International Organization for Standards (ISO) certifications requirements.
  • Ability to provide expertise in developing project specifications and design criteria for major architectural and construction projects involving LEED impact and sustainability integration initiatives for office buildings and public facilities.
