Summary
You will serve as a Supv IT Spec (PLCYPLN) in the Forces Surveillance Support Center (FSSC), Headquarters for the Relocatable Over-the-Horizon Radar (ROTHR) system, C5 Division of FORCES SURVEILLANCE SUPPORT CTR.

Duties
  • You will establish and implement command policies and procedures in his/her area of responsibility.
  • You will be responsible for the development and submission of budget requirements for the C5 Division; including training.
  • You will plan, organize, and direct tactical as well as strategic planning and uses the results to direct the implementation and integration of new IT and telecommunications products into FSSC Information Systems.
  • You will serve as the single point of contact and Project Manager for Information Systems (IS), Information Management (IM) and telecommunications matters.
  • You will develop and manage the organizational or system-level cybersecurity program that includes cybersecurity architecture, requirements, objectives and policies, cybersecurity personnel, and cybersecurity processes and procedures.
  • You will provide direct supervision for four positions: (1) GS-0854-13 Computer Engineer; and (3) Information Technology Specialists, GS-2210-12.
  • You will develop performance standards and evaluates employee performance.
  • You will provide technical administrative oversight advice and instruction.
  • You will interview candidates and recommends hiring, promotions, etc.
  • You will take disciplinary measures such as warnings and reprimands and recommends more serious disciplinary measures to higher supervision.
  • You will identify and arrange for employee developmental and training requirements.
  • You will be responsible to actively support and promote all aspects of the Equal Employment Opportunity Program and Affirmative Action Plans directed by applicable laws and regulations and to communicate this support to employees.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 722.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Experience and high level of familiarization with DON Risk Management Framework (RMF) processes and procedures.
2) Experience working in leadership as a Division/Department Head.
3) Experience working as ISSM/ISSO. (ISSM experience preferred).
4) Experience balancing mission requirements with cybersecurity requirements based on risk assessment and mission first mindset.
5) Experience working with a contractor team in a cybersecurity environment.
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
