Duties

IT Specialists (INFOSEC) are a mission critical occupation for HRSA. These positions are responsible for the analysis of system and/or security requirements, the development and implementation of mission critical applications for the agency's Information Technology operations.
As a Supervisory IT Specialist - Info Sec your major duties and responsibilities include:

  • Performing the administrative and personnel management functions relative to staff supervised and establishing guidelines and performance expectations that are clearly communicated through the formal employee performance management system.
  • Providing leadership in analyzing the impact of various threat-mitigation strategies in close partnership with system owners including performing cost/benefit analysis.
  • Analyzing information security systems and applications to recommend security measures for protecting information against unauthorized access to systems, networks, and data modification or loss.
  • Planning, researching, designing, implementing and maintaining robust security principles in the delivery of all IT systems.
  • Planning, managing, organizing, and evaluating all related project activities.
  • Providing quality IT support and in the delivery of cost effective, customer focused products and services that support HRSA business needs and mission requirements.

To qualify for this position, your resume must clearly demonstrate that you have IT-related information security experience in each of the four competencies listed below:
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail;
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations: listens to others, attends to nonverbal cues, and responds appropriately;
  • Problem Solving - Identifies problems; determines accuracy and relevance of Information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to meeting the four IT related competencies listed above, in order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
Examples of minimum qualifying experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis:
  • Integrating security into all phases of agile application development, operations and maintenance of servers, databases and applications;
OR
  • Ensuring that IT projects adhere to industry standards for IT security controls, processes and guidelines to protect an organization's systems infrastructure.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
