RECRUITMENT: The State Highway Administration's (SHA) Office of Information Technology (OIT) is recruiting for anApplication Development Manager (IT Systems Technical Specialist Supervisor) supporting Administration & Financein Baltimore City. Nature of Work: The Application Development Manager resides within the Application Development Section in the OIT Software Development Division. This position is responsible for the maintenance, enhancement, and development of client server, web, and cloud-based business systems related to the Administrative (including HR, Legal) and Financial business processes within SHA. The incumbent in this position will coordinate with the other Software Development Division sections to perform user needs analysis, current systems analysis, quality assurance planning, design, development, quality control testing, and implementation of new or enhanced systems to solve business problems and improve operations through the use of emerging technology.
The Application Development Manager for the Administration and Finance Section should be knowledgeable on current and emerging IT technologies including .NET MVC, Microsoft O365, Azure, DevOps, SharePoint, mobile app development, other application cloud platforms such as SharePoint Online, SalesForce and DocuSign, and integrations using Oracle and SQL Server databases. This position is also responsible for developing, overseeing, and guiding staff on software development principles and practices including ensuring everyone adheres to security, technology, industry, and coding standards. The Application Development Manager will ensure employees follow iterative System Development Life Cycle (SDLC) standards throughout the process of delivering a new or enhanced information system

Minimum Qualifications:
Education: Possession of a bachelor's degree from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems or other information technology related field to include coursework in application, communication, data base or operating systems software technology
Experience: Four (4) years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.


Selective Qualification: Two (2) years of the required experience must include managing applications, service requests, system issues, and/or business user relations.

*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or abilities). No substitutions are allowed for a selective qualification.

1. Thirty credit hours from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, data base or operating systems software technology may be substituted for the required education.
2. An additional year of experience designing, developing, testing, implementing and maintaining application, communication, data base or operating systems software may be substituted for the required education.
3. Experience operating multipurpose, multi-tasking computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on multipurpose, multi-tasking computer systems; or evaluating, implementing and maintaining microcomputer hardware and software; or converting data from project specifications by writing program code using third generation or other generally accepted computer programming languages may be substituted for high school on a year-for-year basis.
