Summary
This position is assigned to the Forest Service, Human Resources Management staff, and serves as a Branch Chief.
This position provides program leadership, direction, policy development, oversight, and advisory services in the assigned Human Resources program area.

Duties
  • Analyze and implement corporate decisions relative to changes in Human Resources policies as well as new legal guidance, laws, and regulations in the development of Human Resources policies and programs in support of the Agency.
  • Embrace new initiatives and is proactive in finding innovative, cost effective ways and best practices that can be implemented to enhance work processes.
  • Ensure that supervised staff are providing managers, and employees with accurate information and interpretations of agency's procedures, practices, policies, and guidelines.
  • Create and implement broad guidelines and regulations to resolve complex, novel, and systemic problems that impact employment and other policies or practices for a large service area.
  • Provide advisory services to program managers on significant policy issues, formulating projects, assessing program effectiveness, or researching or analyzing a variety of unusual conditions, problems, or questions.

  • Subject to one-year supervisory probationary period (unless prior service is creditable). New USDA supervisors must successfully complete all components of the required new supervisory training program before the end of their probationary period.
  • The employee is responsible for ensuring their telework worksite provides an adequate work environment with regards to connectivity and technology, and for providing internet service and other general utility costs at their own expense.
  • Adequate connectivity includes having reliable telephone and internet service, including meeting any agency internet provider requirements.

Qualifications

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Specialized Experience Requirement:
Applicants must have one year of specialized experience equivalent to the GS-13 grade level.
Specialized experience is defined as four or more of the following: Planning, developing, executing, supervising, and evaluating a Human Resources program; and/or Providing leadership and direction, policy development, oversight, or strategic planning for a Human Resources program; and/or Providing authoritative management advisory services related to a broad range of Human Resources practices, including researching and interpreting laws/regulations, analyzing and evaluating issues; and/or Developing solutions to unique or unusually complex problems regarding Human Resources policy; and/or Establishing and communicating guidelines and performance requirements to employees while conducting formal performance reviews and identifying training and development needs.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

This is a temporary promotion not-to-exceed one year and may be extended without further competition or may end earlier due to lack of work or funds, or at the discretion of the Hiring Manager. The initial TLP may be made for up to 5 years.
This temporary promotion may be made permanent without further competition. If the temporary promotion is not made permanent, you will be returned to your permanent position of record or to a different position of equivalent grade and pay in the Forest Service, in the same geographic location, if possible. Your salary will be adjusted to the grade level and step that you would normally have been in had you remained in your position.
Final determination of duty station will be made by the selecting official at the time of job offer.
Salary range as shown is the locality pay area of Rest of U.S. (RUS). Pay rates vary depending on location and may be higher or lower than the amount shown. Please visit the

Career Transition Assistance Plan (CTAP) or Reemployment Priority List (RPL): To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. CTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100.
This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy.
This is a non-bargaining unit position.
