Summary
The Justice Management Division, Procurement Services Staff, Acquisition Management Group (JMD/OBD) is seeking to hire a Supervisory Contract Specialist to advise leadership on the development of strategic goals for the staff and to supervise one of the two large contracting groups within PSS: the Acquisition Management Group-JMD or the Acquisition Management Group-OBD.

The duties and responsibilities for a Supervisory Contract Specialist generally include, but are not limited to, the following:
  • Procure a wide array of high-dollar products and/or professional and technical services.
  • Complete contract pre-award or post-award phases of an acquisition program cradle-to-grave.
  • Lead or supervise a team of Contracting Specialists.
  • Advise management on complex and sensitive procurement matters within the purview of the Group he or she supervises.
  • Provide Acquisition advisory services and Small Business Advocacy.
  • Develop work improvement plans, identifies training needs, interviews candidates, and recommends personnel actions, as necessary.
  • Perform contracting work that requires the application of contracting methods and contract types to plan and carry out long-term pre-award and post-award procurement actions.

  • You must be a United States Citizen or National.
  • You will be required to complete a pre-employment security investigation and background check which includes a drug screening.
  • You may be required to complete a one-year probationary or two-year trial period.

Qualifications
To qualify for the position of Supervisory Contract Specialist (Assistant Director) at (GS-1102-15), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to.
If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information).
BASIC QUALIFICATIONS:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
AND
B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.
AND
Specialized Experience:
One year of specialized experience equivalent to the GS-14 grade level or equivalent band in the Federal service, which includes: Managing an Acquisition Management Program (e.g. contract management or procurement); Developing policies or procedures governing procurement, contracting, or acquisition program; AND Interpreting and applying regulations under the Federal Acquisition Regulations (FAR) to resolve complex procurement or acquisition issues.
Mandatory Training: You must provide proof of an active Federal Acquisition Certification in Contracting (FAC-C) (Professional) or a Defense Acquisition University (DAU) Level III Certification in Contracting at the time of application. If the applicant holds a valid/current Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification, then the applicant meets the training requirement. If certification is expired, applicant must provide current transcripts showing the completion of the required 80 hours Continuous Learning Points (CLP).
