Duties
This position is located under the Office of Management, Acquisition Management Division (AMD), in Washington, D.C.
The primary purpose of this position is to serve as Chief, Acquisition Management Division, within the Office of Management, Bureau of Alcohol, Tobacco, Firearms and Explosives, Department of Justice. The Acquisition Management Division provides all internal and external stakeholders and business partners with strategic business solutions for managing, supervising, performing, or developing policies and procedures involving the procurement of supplies, services, construction, or research and development using formal advertising or negotiation procedures; the evaluation of contract price proposals; and the administration or termination and close out of contracts. The Supervisory Contract Specialist (Branch Chief) will direct subordinate supervisors to plan and carry out ATF policy, operational and logistical support related to Acquisitions/Agreement Management and Payable Interagency Agreements and evaluate the operational results, integrate, and coordinate the programs, and measure the accomplishment of program objectives.
As a Supervisory Contract Specialist (Branch Chief), GS-1102-15, your typical work assignments may include:
Display leadership skills to supervise and provide guidance to a diverse staff and skill in building partnerships and collaboration with others.
Plan and justify budget requests for programs areas within the division and estimates long- and short-term personnel and equipment needs based on mission emphasis.
Oversee logistics program for cost control and the prevention of waste, fraud, and mismanagement under the provision of the Federal Managers' Financial Integrity Act.
Serve as authority on developing and interpreting procurement guidelines, policies, regulations, and/or legislation.
Evaluate impact of procurement programs, and make major recommendations/decisions for devoting resources, initiating, dropping, or curtailing programs and projects, and determining the optimum mix of reducing operating costs while still meeting the goals of the Office of Management and ATF.

This is a non-bargaining unit position.
MOBILITY PLAN: New employees hired pursuant to this vacancy announcement must sign a mobility agreement. The purpose of ATF's mobility policy is to enhance career development and progression, and achieve mission and business effectiveness. To accomplish these objectives, the mobility plan will facilitate the movement of employees through special short-term assignments or permanent reassignments throughout the Bureau. Applicants who decline to sign a mobility agreement, as required, will be removed from the hiring process.

Qualifications
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position; AND
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under paragraph D.
Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
To qualify for Supervisory Contract Specialist (Branch Chief) GS-1102-15, candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-14.
Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume.
Specialized experience includes all of the following:
GS-15 - You qualify if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal, State, or Local government or equivalent public or private sector experience, performing the following:
Demonstrate leadership skills and the ability to mentor and lead supervisory and non-supervisory personnel; AND
Demonstrate knowledge of Federal procurement initiatives, Federal Acquisition Regulations (FAR), Justice Acquisition Regulations (JAR), Acquisition Management Policy; AND
Communicate with and make recommendations to senior executives; AND
Plan, manage, and execute complex multi-million-dollar acquisitions; AND
Conduct negotiations for multi-million-dollar acquisitions or contract modifications.
