Description
Under general direction, to supervise victim advocacy staff and operations; to organize, implement, and educate on program outreach services; and to administer complex advocacy services to crime victims/witnesses.
Typical Tasks
The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
  • Supervises, hires, trains, evaluates, and disciplines subordinate staff; schedules, assigns, and adjusts workloads;

  • Coordinates direct and indirect victim assistance services;

  • Ensures staff understands assigned responsibilities, authorities, and accountabilities; keeps staff informed of changes in legislation, policy, or procedural requirements;

  • Reviews staff's work and assures timely completion; provides guidance in workload management to meet program objectives;

  • Interprets and applies laws, regulations, and policies/procedures relevant to the work of the unit and monitors for compliance;

  • Resolves staff issues and facilitates staff meetings;

  • Prepares regular reports of program activities;

  • Establishes and maintains effective working relationships with community organizations, government/private agencies, and the general public;

  • Provides presentations to the community and referring organizations about services offered;

  • Assists the manager with budget preparation by providing program cost estimates and supporting data;

  • Maintains accurate records and files related to the work performed;

  • Provides direct services to clients; conducts needs assessments; refers clients to other service providers; supports clients through court proceedings; provides ongoing orientation regarding the criminal justice system and documents client contact;

  • Keeps the manager apprised of activities, current and anticipated problems, and makes recommendations for policy and program development;

  • Participates as a member of relevant commissions, task forces, support groups, and consortia associated with victim issues;

  • Attends trainings, conferences, hearings, workshops, and meetings;

  • May be required to assist with the response to a mass victimization event;

  • May be assigned as a Disaster Service Worker (DSW), as required*;

  • Performs other related duties, as required.

Employment Standards
Sufficient education, training, and experience to demonstrate the ability to perform the above tasks, plus the possession and direct application of the following knowledge and abilities:
Training and Experience Note: The required knowledge and abilities are attained through training and experience equivalent to a Bachelor's Degree. Relevant analytical, administrative, lead, supervisory, and/or management experience that includes interpreting rules and regulations, gathering data and formulating recommendations, and report writing can substitute for education on a year-for-year basis;
and
One (1) year of full-time experience equivalent in scope and function to the Senior Victim Advocate in the County of Santa Clara;
OR
Four (4) years of full-time experience equivalent in scope and function to the Victim Advocate in the County of Santa Clara;
and
One (1) year of full-time lead or supervisory experience.
Special Requirements:
  • Must successfully complete the required in-house and entry-level victim/witness advocacy training provided through the State of California, Office of Emergency Services (CalOES) within one (1) year of appointment. If the CalOES training is not available within the first year of employment, the employee must successfully complete the first training available or vacate the position.
  • Ability to travel to alternate locations in the course of work. If driving, possession of a valid California driver's license prior to appointment and the ability to qualify for and maintain a County driver authorization.
  • *As a condition of employment, pursuant to California Government Code Sections 3100-3109 and Local Ordinance, all County of Santa Clara employees are designated Disaster Service Workers (DSWs), including extra help. A DSW is required to complete all assigned DSW-related training, and in the event of an emergency, return to work as ordered.

Knowledge of:
  • Principles of supervision, training, and evaluation;
  • Relevant statutes, regulations, government codes, and penal codes related to victim advocacy;
  • Criminal justice system, victims' rights, and relevant community resources;
  • Methods of crisis intervention techniques/trauma informed care, counseling, and interacting effectively with people in need and/or under great emotional stress, including victims of crimes;
  • Victims' rights and crisis intervention techniques and principles;
  • Mandated reporting laws and confidentiality laws;
  • Violent crime penal code and potential sentence structure;
  • General principles and applications of modern information systems;
  • Recordkeeping, case management, and report writing techniques;
  • English usage, style, grammar, punctuation, and spelling;
  • Common computer systems and applications.

Ability to:
  • Effectively supervise, discipline, train, and motivate staff;
  • Plan, develop, organize, and evaluate staff activities;
  • Establish standards and review, assign, and monitor work;
  • Design and implement training programs;
  • Establish and maintain effective working relationships with those contacted in the course of work, at all levels, including colleagues, the public, and representatives of other agencies;
  • Develop and maintain the confidence and cooperation of traumatized individuals from diverse circumstances and ethnic backgrounds;
  • Interview crime victims/witnesses, which may involve graphic accounts of brutal crimes; assess their needs and refer clients to appropriate community agencies;
  • Maintain professional ethics and personal boundaries;
  • Adhere to strict confidentiality guidelines, laws, and regulations;
  • Review and evaluate data, weighing alternatives and determining the appropriate course of action;
  • Research, develop, and use community resources;
  • Communicate effectively, both orally and in writing, with people of diverse backgrounds and cultures;
  • Prepare and maintain clear, concise, and accurate correspondence, reports, records, and other written materials;
  • Work independently under stressful conditions and maintain good judgment to resolve conflicts;
  • Maintain statistical data, records, and prepare reports.
