SUMMARY OF DUTIES:
This position is accountable for the safe and efficient movement of trains and for the oversight of all Amtrak operating staff, road operating crews and contractor’s performance to mobilize and successfully make a smooth transition to Contract Services under agreement obligations in the assigned region.  It ensures strict compliance with Federal, State, Amtrak operating railroads & local rules & regulations. 

 

ESSENTIAL FUNCTIONS: 
The primary responsibilities include serving as Contractor’s liaison, managing the supervisors of train and engine crews & train movements; monitors crew base operations to ensure they comply with notifications; directs the development of schedules to ensure all train & engine crews, train dispatchers and block operators, attend training classes; directs the submittal of accurate division OTP reports & recommends areas for improvement; fosters a strong working relationship with State DOT, host railroads & labor organizations; leads the road operations team in compliance with Amtrak policies & procedures in all aspects of our business, leads the team to ensure the operation supports and delivers high quality customer service; monitors programs to ensure accurate record keeping, efficiency testing and compliance; directs the implementation of the road operation safety plans; manages and oversees the development of the operating budgets; maintains a strong state partner relationship with our CA JPA; manages responses to service disruptions, acts as senior incident commander as designated by the Deputy General Manager; ensures compliance with revenue collection procedures; ensures that division staffing levels are maintained.  The Superintendent Operations will work jointly with Senior managers in the Southwest to fully support operations on the Long-Distance routes. 

 

Key Requirements: 

  • Develop and execute the workforce retention, training, and retraining complying with the Contract labor protection and 13c requirements.  
  • Oversee the development and submittal of deliverables. 
  • Ensure that all DBE requirements are established and successfully initiated. 
  • Oversee any asset condition surveys, inventory, and transfer these to the Contractor. 

 

WORK EXPERIENCE: 

  • Extensive experience in train and engine operations and dispatching procedures. 
  • Knowledge and familiarity with freight operating agreements associated with the Southwest region. 
  • Demonstrated ability to develop and manage a departmental operating budget.  
  • Demonstrated ability to deliver a comprehensive operational and occupational safety program with proven results.  
  • Must possess a working knowledge of the transportation code in CFR 49 and applicable labor agreements pertaining to train and engine employees. 

 
OTHER REQUIREMENTS: 

  • Must have a valid California’s Driver License with a good driving record or no more than 2-points and no DUI convictions within the last 3-years. 
  • Pass Background Check 
  • Good standing of 49 CFR 200 – 299 on start date.  

 

PREFERRED QUALIFICATIONS: 

  • Bachelor's degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree 
  • 20 years of broad and deep, progressively responsible experience covering most facets of railroad operations, maintenance, contract, and project management, material and subcontract services procurement and demonstrated experience to lead mobilization efforts.  
  • Deep understanding of labor relations in a collective bargaining environment and extensive knowledge of FRA, CPUC and other State and local regulations related to the operations and maintenance.  

   
COMMUNICATION AND INTERPERSONAL SKILLS: 
Must have excellent oral and written communication skills 

 

The salary for a Superintendent Ops III is $190,000. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation. If an applicant/employee refuses to provide written consent for Amtrak to obtain these records, the individual will not be permitted to perform safety-sensitive functions.

 

In accordance with federal law governing security checks of covered individuals for providers of public transportation (Title 6 U.S.C. §1143), Amtrak is required to screen applicants for any permanent or interim disqualifying criminal offenses.
