JOB DESCRIPTION
Title: SUPERINTENDENT OF SCHOOLS
Definition: The superintendent of schools provides district-level instructional leadership and supervises, directly or indirectly, all employees and programs of the district.
Qualifications:
  1. Maintains a Colorado administrative license and/or certificate, Type D, with an endorsement for school superintendent.
  2. Education Specialist degree or Doctorate preferred, including completion of an approved graduate program with emphasis in school administration and/or superintendency, or a minimum of a Master's Degree from a regionally accredited institute of higher education with supporting coursework for school administration and superintendency.
  3. Has completed at least three years of successful experience in teaching and in the administration of schools.
  4. Has established him/herself as an educational leader in the profession.
  5. Demonstrates ability to implement effective education and public relations.
  6. Organizational skills to complete tasks responsibly.
  7. Excellent human relation skills and the ability to handle confidential information appropriately with respect, diplomacy, and sensitivity, guarding the dignity of each individual.
  8. Strong written and oral communication skills and ability to work with a variety of people and circumstances
  9. Effective technology skills required, including strong ability in using spreadsheets, word processing, PowerPoint, Publisher, posting information to the website, and adaptability to emerging technologies for productivity and instructional enhancement.
  10. Ability to review and analyze student performance data and implement leadership decisions accordingly.
  11. Ability to work collaboratively with staff and administration to fully engage in research based leadership and educational strategies and activities to improve student performance and educational quality of the school/district.

Job Goals

To serve as the executive officer of the school district, leading and facilitating efforts of the employees, students, parents/families, community, and School Board to meet the mission and vision of the District, maintaining focus on the success of all students in the District's learning community.

  3. To provide leadership in developing and monitoring the best possible educational programs and services designed to meet the needs of the learning community, effectively utilizing the tangible and intangible assets and resources available.

Responsibilities and Duties
The superintendent of schools is ultimately responsible for all aspects of the educational program including instruction, fiscal and business services, student and staff personnel, operation and maintenance of facilities and equipment and community relations. The superintendent of schools shall be held individually and directly responsible to the Board of Education for the execution of all its policies and its legislation and for such other duties assigned to him/her by the Board of Education.
Operations
  1. Keep the Board of Education informed on school matters and focus their work on supporting District goals which are aligned to aspects of excellence in achievement and instruction.
  2. Attend all meetings of the Board of Education except as directed or allowed by the School Board President.
  3. With staff assistance, develop coordinated and long-range plans for the district in the areas of instruction, finance, student and staff personnel, operation of buildings and equipment and facility needs.
  4. Submit periodic reports to the Board for consideration and evaluation relative to future planning by the district.
  5. Appoint employee committees that may be required for the establishment and execution of educational policies and practices.
  6. Establish systems and functions to determine and monitor the effectiveness of the curriculum.
  7. Interpret and communicate local, state, and federal policy and regulations to all stakeholders.
  8. Recommend to the Board for approval, courses and instructional materials to be used in the schools for students' educational opportunities.
  9. Be responsible for ongoing professional development and training for all certified and classified personnel, collaborating with staff and others as appropriate.
  10. Be responsible for the proper classification and promotion of students.

Instructional Leadership
    1. Serve as the instructional leader of the District, keeping a focus on student achievement and the needs of the learners.
    2. Understand the needs of the students served by the District and insure that appropriate systems and functions are effectively in place to promote the success of all students.
    3. Review and analyze data, incorporating collaborative processes to engage the school board, administration, staff, students, and community in ways that foster cooperation and ownership in ongoing educational improvement efforts.
    4. Utilize all resources and tangible and intangible assets of the school system and the community in developing the most effective educational programs.
    5. Maintain administrative focus on systems and functions that are research based and that enhance the performance of staff toward increased student achievement.
    6. Establish non-negotiable goals for achievement and instruction, collaborating with all segments of the learning community to monitor and adjust as appropriate.
    7. Insure equity and opportunity for all students, developing a culture of service and respect for others including culturally and linguistically diverse students.
    8. Implement new learning from staff development opportunities and adopts updated strategies and expectations to support ongoing district and school improvement initiatives.

Personnel
    1. Recommend all employees for employment, promotion, transfer, termination or demotion of employment subject to ratification of the Board, in accordance with Board policy and law. The superintendent may suspend any employee for good cause, subject to later action by the Board. The superintendent shall report immediately to the Board any such suspension.
    2. In accordance with State statute and in cooperation with staff, develop instruments and procedures for evaluation of administration, instructional, and classified personnel in order to increase the effectiveness of performance and determine status of employment.
    3. Recommend schedule of salaries for consideration by the Board. Such schedules shall provide for maximum and minimum salaries, increments, and other items pertinent to salary schedules.
    4. Work collaboratively with the School Board to come to agreement on working conditions, salary, and other items to enhance performance of employees which ultimately increase student achievement.
    5. Direct district personnel in the preparation and submission of all state and federal reporting requirements.

Finances
    1. Supervise the preparation of the annual budget, recommend it to the Board of Education for approval, and administer the adopted budget.
    2. Study the facility needs of the district and recommend to the Board plans adequate for meeting such needs, collaborating with other district staff as appropriate.
    3. With assistance of appropriate staff members, administer a maintenance and operations program that will assure that all facilities and equipment are efficiently and effectively operated, properly maintained, and are in a safe condition for students, staff, and community.
    4. Through designated personnel, administer a food services program that will meet the needs of students and conform to the regulations and policies established by federal, state, and local agencies.
    5. Be responsible for and have authority to purchase supplies and equipment subject to ratification of the Board.
    6. Work collaboratively with the Grantwriter and Projects Director to insure compliance with federal, state, or funding entity requirements.

Community Relations
    1. Transmit appropriate and pertinent communications from the Board to employees and from employees to the Board.
    2. Receive communications from the public concerning school affairs and keep the public informed about the educational program and needs, acting as a liaison between the district and the community and encouraging community participation in district/school and education processes.
    3. Report and interpret policies of the Board to the staff and community and propose new policies for adoption as the need arises.
    4. Attend state, regional, and national conferences as may be necessary for district and professional improvement.

PERFORMS OTHER DUTIES AS ASSIGNED.
Terms of Employment:
  1. Twelve-month employee
  2. Salary and benefits shall be negotiated in contract with the Board of Education.

Evaluation:
Performance of this job will be evaluated in accordance with the Board policy and procedure for evaluation of the Superintendent of Schools.
