MassHealth is hiring a Strategy Analyst to contribute to high priority strategic initiatives across the agency.
The Strategy Analyst will support projects related to these strategic initiatives through activities including cross-functional project management, stakeholder engagement, secondary research, materials creation, and financial analyses.
The ideal Strategy Analyst is a proactive problem solver and fast learner. They will be collaborative, energetic, and willing to dive into complex and/or ambiguous problems.
About the Strategy team:
The Strategy team is a fast-growing, high-performance team that reports to the Deputy Director of Medicaid that supports the agency’s highest priority initiatives.
The Strategy team has three primary functions:
1. Serves as an “executive consulting” function for MassHealth’s senior leaders, driving a portfolio of projects (largest function)
2. Leads annual and long-term strategic planning for the agency
3. Manages strategic & financial relationships with certain large health systems
The Strategy team has significantly grown in size over the last 24 months and continues to grow, offering ample opportunities for promotion and advancement.
About the position:
The Strategy Analyst position is for early-career individuals with well-rounded qualitative and quantitative skills. The Analyst will report to a Senior Manager or Manager and may be staffed on multiple Strategy projects. Each Strategy project is sponsored by a MassHealth executive team member, and most projects involve collaboration with one or multiple other teams across the agency.
Examples of the types of projects that may be supported by the Strategy Analyst include:
- Designing and implementing value-based payments in maternity and prenatal care.
- Developing a strategy to provide justice-involved individuals (i.e., persons in jails or prisons) with care management and care access prior to their release dates.
- Supporting the development and negotiation of the State’s 1115 waiver to the Centers for Medicare & Medicaid Services (CMS) with funding authority for $50B+ over 5 years
- Making a recommendation on how to incorporate social determinants of health into MassHealth’s risk adjustment model.
- Building an integrated picture of financial trends at large health systems to inform strategic negotiations.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
- The Strategy Analyst’s responsibilities will include:
- Supporting efforts to develop strategic, policy and/or operational recommendations.
- Conducting primary or secondary research.
- Conducting quantitative analyses (e.g., on budget data, claims).
- Facilitating the collection of feedback from internal and external stakeholders (e.g., members, advocates, providers) on relevant strategic initiatives and program changes .
- Supporting materials creation for MassHealth executive team.
Preferred Qualifications:
- A demonstrated interest in healthcare policy.
- Strong analytical, organizational, interpersonal, and communication skills.
- Excitement to work collaboratively with Strategy team members and engage with a diverse area of stakeholders.
- Microsoft Word, PowerPoint, and Excel skills.
- Presentation skills to effectively facilitate decision making, communicate complex ideas, and provide concise updates to busy stakeholders.
- Coachability and flexibility to operate in a highly dynamic environment.
- A passion for social impact and public service.
