Job Summary
TheStrategic Portfolio Process and Compliance Analystwill be responsible for managing the department’s key processes such asGovernor’s Go Live, the Quality Review, and Key Initiative processes and other processes. TheStrategic Portfolio Process and Compliance Analystwill also be responsible for working with agencies to identify portfolio data gaps and eliminating them. They will use data analytical tools to identify patterns, issues, risks, and communicate to various partners and will monitor, and report on state’s Strategic Portfolio Key Performance Indicators (KPIs), and Objectives and Key Results (OKRs). The Strategic Portfolio Process and Compliance Analyst will be responsible for analyzingcurrent operations processes to identify inefficiencies and implement changes to improve them.
*This position is temporary and includes full state fringe benefits; it is anticipated to last through January 10, 2025.
This position is currently eligible for full-time telework:
  • Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.
  • Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.
Qualifications
Minimum Qualifications
Candidates must clearly demonstrate all of the following qualifications in their resume:
Position requires a minimum of five (5) years of IT related experience in portfolio IT performance management and reporting analysis.
Experience must include:
  • Demonstratable experience in developing and delivering training and educational content to large audience.
  • Experience SharePoint website development and content management.
  • Demonstratable experience in continuous process improvement.
  • Demonstratable experience in IT Project, product Portfolio Management.
  • A servant leader attitude, great team member willing to wear different hats and cross-train others.
  • Excellent written and oral communication skills are required to lead or participate in discussions and assist with communications to both technical and non-technical personnel.
A master’s degree in Information Technology or a related field substitutes for three (3) years of experience, OR a related bachelor’s degree substitutes for two (2) years, OR a related associate’s degree substitutes for one (1) year.
Preferred Qualifications
  • Advanced experience in reviewing processes, identifying gaps, and creating/ updating processes.
  • Advanced experience using Planview or similar tools, Power BI or other reporting platforms.
  • Lean Six Sigma or Black Belt.
  • PMP, Agile, or Process Design certification.
  • Experience with collaboration across functional borders including business and IT teams.
  • Interpersonal skills necessary to bring teams to consensus.
  • Possess a good team spirit and demonstrating self-management and flexibility in taking on new challenges.
