Job Summary

The Strategic Initiatives Portfolio Manager oversees multiple funding portfolios including distribution of resources to community-based organizations and health care providers that advance Health Share's strategic priorities. Funds in this portfolio include global budget investments, Supporting Health for All through Reinvestment (SHARE) spending plan investments, collaborative investments, Community Capacity Building Funds, and any new funding streams that Health Share will manage. This position will work with teams across the organization and support a wide range of activities including identification and promotion of best practices/system impacts resulting from investments, development of streamlined processes for funding requests and distribution, ensuring compliance with financial requirements of each funding stream, supporting alignment of community investment across the Health Share Collaborative, and more.

Essential Responsibilities

Portfolio Management



  • Oversee distribution and management of Health Share's strategic investments in the community.
  • Oversee and manage funding renewal and revision process based on budgeting cycle for each fund in the portfolio.
  • Oversee and track the activities and outcomes of each funding portfolio; assess, prioritize, and collaborate with internal contract/business owners to understand status of individual investments.
  • Create systems to ensure effective coordination and integration of work across investment portfolios.
  • Develop and maintain relationships with internal and external stakeholders, including Oregon Health Authority (OHA) staff for OHA directed investments.
  • Suggest recommendations for improvement of investment portfolios.
  • Keep abreast of financial risks and opportunities, of existing portfolio and prospective funds.
  • Ensure compliance with financial regulations and standards.
  • Contribute to the development and maintenance of related investment policies, procedures, and controls.
  • Support implementation of reporting software for analytical, financial reporting and grant management.


Communications



  • Create reporting parameters designed to produce sharable content, including both quantitative and qualitative outcomes.
  • Work with the Communications Team to identify investment highlights to feather in quarterly newsletters, annual reports, videos, and media pitches.
  • Develop and implement tools allowing grantees to share success stories through social media and other Health Share channels.
  • Develop and facilitate learning systems, innovation spread, and sustaining strategies.


Reporting



  • Maintain up-to-date documentation of all investment relationships; prepare program and financial reports for the Board.
  • Develop and maintain regular reports to inform financial activity and impacts and outcomes.
  • Contribute to financial reporting to OHA.
  • Support development of annual department budgets.
  • Other ad hoc duties as assigned.

Knowledge, Skills and Abilities Required

Knowledge:



  • Knowledge of funding and financing rules and regulations, include OHA requirements
  • Knowledge of grant management and reporting best practices
  • Expertise in project management
  • Knowledge of budget management principles and concepts

  • Proficiency in Microsoft Project, Word, Excel (intermediate), PowerPoint, Outlook, internet, etc.

Physical Skills and Abilities:



  • Ability to perform repetitive finger, wrist, shoulder, or neck movement for at least 6-8 hours/day

Education and/or Experience

Required:



  • Minimum 5 years' experience in healthcare programs or community health, including project leadership in a complex environment
  • Minimum 3 years' experience managing large-scale budget portfolios


Preferred:



  • Experience with grant program administration
  • Experience with Oregon Medicaid and Coordinated Care model
