Summary of Responsibilities

Senior Manager ‐Training/Rules/Compliance/Safety is a direct report to the GM and has the principal responsibility for leading, managing and coordinating the Contractor's efforts and performance for all training, Rules Compliance, and safety for the Contactor’s Basic Services, and Rehab/Capital Support and Third‐Party Support services.  

  

Regarding safety ‐ The Senior Manager ‐Training/Rules/Compliance/Safety shall be responsible with compliance with the Authority’s System Safety Plan (SSP) and FRA Part 270 and all other FRA, CPUC safety related requirements. Other requirements include participating and following up on corrective actions for safety audits, participating in safety committees, participating in Emergency Response Drills, reporting, and acting on unsafe/hazardous conditions, regulatory reporting and accident and incident reporting.  

  

Regarding training – The Senior Manager ‐Training/Rules/Compliance/Safety shall be responsible for the design, development and implementation of a comprehensive training, testing, qualification, certification, and monitoring programs that comply with the requirements of 49 CFR 200‐299 particularly 49 CFR Part 243, industry best practices, the Authority’s as well as the Contractor’s Authority approved training requirements.  

  

The Senior Manager ‐Training/Rules/Compliance/Safety shall work closely and collaboratively with the Contractor General Manager’s and/or Assistant General Managers in particular the General Manager’s and/or Assistant General Managers Operations, General Manager’s and/or Assistant General Managers Equipment, the managers, subcontractors, suppliers, and vendors in developing annual training scope, schedules and budget(s) and then conducting training for the Contractors employees. The Senior Manager ‐Training/Rules/Compliance/Safety shall work closely with the Manager of Information Technology to ensure that all Contractor employees always have the correct and most current SOP’s rules and requirements related to the performance of their duties.   

  

The Senior Manager ‐Training/Rules/Compliance/Safety will work closely and collaboratively with the Assistant General Manager Information Technology and to achieve a highly efficient, streamlined, easily tracked, and retrieved digital paperless working business environment with the Authority.  

  

The Senior Manager ‐Training/Rules/Compliance/Safety shall have experience working with public agencies preferably commuter railroads that are subject local, state, and federal funding requirements and regulations and must be able to manage budgets and deliver superior service under budgetary constraints.

Required skills or knowledge:  

  • Strong written and oral communication skills. Ability to make presentations to Senior Metrolink Leadership, and occasionally Governing Boards and public stakeholder groups.  
  • Excellent management and leadership skills with managers and labor crafts. Ability to plan and organize work effectively and timely with strong attention to details. Gets the job done.  
  • Proficiency with Microsoft Word, Excel, PowerPoint, and other Microsoft Programs, training and teaching programs classes and software.  
  • Knowledgeable with application of new technology to improve training, efficiency, safety, reduce costs.  
  • Railroad subject matter expert in Railroad training programs and classes, Railroad safety, Railroad hazard analysis.  
  • Ability and prior proven skills in developing and establishing programs, practices, standards and procedures for passenger safety, rule adherence, operating schedules, and training  

 

Minimum required education, license, certifications:  

  • Bachelor’s degree in Transportation, or related field—or equivalent experience.  

 

Minimum required experience:  

  • 15 years of broad and deep, progressively responsible Contractor or Class 1 Railroad experience ultimate reaching Division Safety and Rules/Training Instructor or Chief Safety officer Rules Instructor for a commuter railroad or Class 1 with service and territory complexity like Metrolink.  
  • Prior experience that demonstrates accomplishments that enhanced efficiency, accuracy, reliability, timeliness and regarded among peers as a Railroad infrastructure maintenance subject matter expert.  
  • Knowledge of FRA, FTA, CPUC and other State and local regulations and practices related to the contracted operations, maintenance, and capital work.  

 

Other:  

  • Must have valid Driver’s License with good driving record of no more than 2‐points and no DUI’s convictions within the last 3‐years. Pass background check.  
  • Must be able to pass a pre‐employment physical examination including a drug test.  
  • Deep understanding of applicable portions of 49 CFR 200 – 299. on start Date  
  • Must be able to work outdoors in all weather conditions and lift objects weighting 50lbs.  

 

The salary/hourly range is $135,800 - $176,040 for Sr Mgr Training Rules Compliance Safety. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation. If an applicant/employee refuses to provide written consent for Amtrak to obtain these records, the individual will not be permitted to perform safety-sensitive functions.

 

In accordance with federal law governing security checks of covered individuals for providers of public transportation (Title 6 U.S.C. §1143), Amtrak is required to screen applicants for any permanent or interim disqualifying criminal offenses.
