JOB SUMMARY:

The position has the responsibility to administer Special Projects that are infrequent to KCAO and require a high level of professional oversight. The Special Projects Administrator will plan, organize, execute, and monitor the efficient use of resources to complete Special Projects during the project's lifecycle. The position will also develop strategic ideas, conduct research, administer the compliance of the terms and conditions for contractors and vendors, and ensure projects are completed within budget and by the established deadline. The position will also collaborate closely with the Executive Director and other members of the KCAO team to develop written plans, complete tasks, secure funding opportunities, meet the terms and conditions of funders, and communicate updates on the Special Projects. The initial Special Projects to be administered will include the completion of constructing new classrooms at the Clay Center Campus, the completion of constructing a new Food Bank and Service Center, the completion of a Master Building Plan, and the completion of a Housing and Homeless Service Plan. Other Special Projects will be identified by the Executive Director at a later date.


DUTIES AND RESPONSIBILITIES:

  • Develops and modify written plans that detail the goals, objectives, and tasks of projects, requirements of the funding source, and level of involvement of KCAO personnel and/or contractors.
  • Creates and monitors budgets and timelines for projects.
  • Revises projects based on approval from the Executive Director.
  • Evaluate the progress of projects using Key Performance Indicators and other evaluation tools.
  • Effectively communicates with the Executive Director and key stakeholders about planning and the progress made in completing projects.
  • Collaborates with KCAO Program Departments and Administrative Departments to ensure their role and contributions to the project are moving projects to completion.
  • Strategize with the Executive Director to identify effective and efficient measures to complete projects.
  • Prepare and submit required reports to funders, jurisdictions involved in permitting projects, and other key stakeholders.
  • Write and/or contribute to grant applications related to Special Projects in the conceptual phase or implementation phase.
  • Ensure compliance with organizational policies and procedures.
  • Prepare and present on the details of projects to local government bodies, KCAO Board of Directors, KCAO Senior Staff, and other key stakeholder groups.
  • Establish positive working relationships with representatives of community-based organizations, other agencies, agency management, staff, and the public.
  • Oversee the procurement process related to the projects; including the writing and distribution of Request for Proposals or Request for Qualifications.
  • Participate in staff meetings and attend other meetings and seminars as directed.
  • Perform other duties as assigned.

EDUCATION/EXPERIENCE REQUIREMENTS:

  • Bachelor's Degree in Business Administration, Public Administration, Organizational Leadership or a related field;
  • Five years of project management experience that involved the direct reporting to a Chief Executive Officer, Executive Director, Department Director or other related position.

OTHER REQUIREMENTS:
  • Travel and attend out of area meetings and conferences as required.
  • Work variable hours and days, including those outside regular Monday through Friday, 8 a.m. to 5 p.m. business hours.
  • Meet and maintain KCAO hiring requirements which include:
    • Criminal Record Clearance including California DOJ, FBI and Child Abuse Centralized Index (CACI).
    • Reliable, insured transportation and valid California Driver License.
    • Motor Vehicle Report (MVR) acceptable to KCAO's vehicle insurer.
    • Health examination with tuberculin clearance.
  • Ability to be contacted outside of regularly scheduled work hours in case of emergency.
