Description of the Position:
This position will be in support of the NYS Tax Modernization Program. This program will encompass multiple projects to modernize legacy systems within the NYS Department of Taxation and Finance, which is responsible for billions in state revenue. Some of the major areas under modernization include:
• Taxpayer Accounting
• Withholding Tax Returns Processing
The responsibilities will include both new development as well as maintenance tasks. Specific tasks will include:
- Guiding the technical design for modernization of legacy systems.
- Coordinating the technical solutions among various technical support groups.
- Making changes in multiple systems in real time to enable changes requested by user group.
- Implementing technical solutions.
- Developing tax processing system components and maintaining existing processing systems.
- Supporting production tasks including analysis of issue, proposing and implementing solutions for defect resolution.
- Coordinating with development team on development activities and integration testing.
- Developing technical design documents and program specifications.
- Guiding requirements gathering sessions.
- Guiding the analysis of requirements and system design work.
- Coding, and performing unit and integration tests of programming assignments.
- Writing and tuning SQL
- Supporting user testing efforts.
- Performance tune new and existing applications.
- Mentoring less experienced staff.

- 8:00am – 4:30pm
- Location: W. Averell Harriman State Office Building Campus, Building 8A , Albany, New York , 12205
- Onsite role. No telecommuting allowed.
Position Mandatory Qualifications:
- 84+ Months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.
- 84 months of experience with J2EE technologies including EJB, JDBC, JSP and XML.
- 84 months of experience with Java programming in an IBM development environment using IDE of IBM's Rational Application Developer (RAD) that are deployed to WebSphere Application Server (WAS).
- 84 months of IBM DB2 experience working with DB2 databases and experience with XML schemas (definition, querying and automated generation).
- 36 months of experience with a government organization, which includes business knowledge, technical design, development, maintenance, and end user support of complex systems.
- 60 months of experience in performance tuning applications interacting with databases.
- 60 months of experience in IBM MQSeries
- 60 months of experience with an organization which includes technical design, development, maintenance, and end user support of complex system.
- 84 months of experience in system analysis and design experience for multi-tiered transactional systems and writing technical design specification documents for multifaceted component-based systems.
