About the Finance Division:
The Finance Division provides accounting and budget services to DES and 40 smaller state agencies. The divisions mission is to deliver comprehensive financial management services and support to our customers so they can make informed business decisions and achieve financial health goals. What you will be doing:
As the Small Agency Financial Services (SAFS) Accounts Payable Supervisor, you will play a pivotal role in supporting the success of our customers by delivering timely, accurate, and efficient financial assistance to inform strategic business decisions. Serving as the foremost expert in Accounts Payable for DES SAFS, you will wield the authority to establish effective procedures for agency-wide Accounts Payable processes and collaborate directly with SAFS service users to implement these improvements. Reporting to the Payable & General Accounting Manager, this supervisory position involves overseeing a team of accounting professionals responsible for Accounts Payable functions. Your responsibilities will extend to conducting financial reviews, refining work processes, and performing specialized fiscal duties such as invoice reconciliation, contracts, grants, and 1099 tax reporting. With a keen eye for accuracy, you will verify and audit the work of a dedicated staff, offering training and guidance to ensure high standards are maintained. Operating independently in adherence to Generally Accepted Accounting Principles (GAAP) and DES policies, you will contribute to the ongoing success of the Department of Enterprise Services programs and client agencies.

Duties
Some of the duties include:
  • Functions as the highest agency expert in financial specialty for DES SAFS.
  • Supervises a professional staff of five, overseeing transactions per GAAP.
  • Ensures accuracy in vendor payments, travel reimbursements, IRS 1099 tax reporting, DOR use tax reporting, and annual unclaimed property reporting.
  • Reviews and monitors staff work, managing workload and resources for critical monthly processes.
  • Plans, leads, organizes, and assigns work, ensuring staff is trained in accounting methods.
  • Develops and implements policies, provides financial data to management, and recommends system improvements.
  • Conducts staff evaluations, leads team meetings, and completes critical month-end processes, analyzing complex financial and statistical data.
  • Train and develop DES financial staff on GAAP, OFM, and agency policies.
  • Verify billing and Accounts Payable work for accurate data entry into accounting systems and AFRS.
  • Serve as primary agency administrator for small agencies' TEMS, monitoring fiscal activities, implementing internal controls, and providing accounting support to managers and budget personnel.

Qualifications
Required Qualifications
To be eligible for this position, a candidate must possess 18 quarter hours in accounting, auditing, budget, or other relevant field OR as a condition of employment, commitment to attain hours within 12 months of hire. In addition to this education requirement, a candidate must possess one (1) of the following education and experience options:
(OPTION 1):
  • Bachelor's Degree in accounting, public administration, business administration, or related field.
  • Four (4) years of experience in accounting, auditing, or relevant financial field.
(OPTION 2):
  • Associate's Degree.
  • Six (6) years of experience in accounting, auditing, or relevant financial field.
(OPTION 3):
  • Eight (8) years of experience in accounting, auditing, or relevant financial field.
(OPTION 4):
  • Master's degree in public administration, business administration, or related field OR possession of a CPA, CMA, and/or CGFM.
  • Three (3) years of experience in accounting, auditing, or relevant financial field.
(OPTION 5):
  • Master's degree in public administration, business administration, or related field.
  • Possession of two (2) of the following certifications: CPA, CMA, and CGFM.
Preferred/Desired Qualifications:
  • Two (2) years of experience in applying Generally Accepted Accounting Principles (GAAP), handling general ledger accounting, and Accounts Payable.
  • Knowledge of statewide accounting and administrative manual (SAAM).
  • Knowledge and experience using the statewide accounting system - Agency Financial Reporting System (AFRS).
