General Definition of Work
Performs intermediate skilled trades work in the maintenance and inventory of County Highway signs, and related work as apparent or assigned. Work is performed under the limited supervision of the Assistant Engineer.
Essential Functions
Sign Technician Duties
- Maintains accurate records of County signs through GPS mapping program.
- Manages the County's sign inventory; maintains all signs and road marking for County State Aid Highways, the County Road System and Township roads in accordance with the Minnesota Manual of Traffic Control Devices.
- Responsible for contacting Gopher One for all locates.
- Operates pavement marking equipment for stripes and lettering on pavement.
- Responsible for the installation and replacement signs of various sizes.
- Responsible for flood watch and road safety; barricades roads during a natural emergency; maintains an inventory of all barricades, flashers and fencing for flood control.
- Measures, marks and assists with dust control applications.
Engineer Technician Duties
- Assists in the direction, planning and implementation of construction projects.
- Collects and records survey data; determines and marks boundaries, slope, topography, points and elevations.
- Drafts project plans; compiles data and reviews plans for accuracy and general drafting work; assists in designing highway improvement projects; designs plans from field data using CAD software and related equipment.
- Researches legal property descriptions, creates legal documents for easements, designs road and ditch grades, prepares and interprets land descriptions.
- Locates section corners; establishes road stationing; conducts cross section surveys; establishes and carries elevation control; conducts topo surveys; establishes centerline for bridge surveys; performs construction staking.
- Loads counter; ticket taker; installs stakes; transports samples; maintains supplies in survey vehicles; and performs minor vehicle maintenance.
- Operates and maneuvers equipment and machinery requiring simple but continuous adjustments such as motor vehicles, drafting instruments, CAD/GIS, plotters, land surveying instruments and distance measuring devices.
- Assists with surveying and staking roads for construction and maintenance projects.
- Prepares a variety of reports and records.
Additional Functions
- Attends trainings, meetings and educational opportunities.
- Subject to emergency call outside of normal work hours.

Qualification Requirements
This purpose of this position is to ensure public safety by ensuring that all roads, bridges and construction signs are visible and able to be read. This position is responsible for installing, maintaining and repairing all roadside signs for county highways, roads and bridges and ensuring they are compliant with regulations and standards set by government agencies.
Knowledge, Skills and Abilities
- Knowledge of local and state laws and regulations regarding the operation of equipment, particularly those pertaining to their operation on public streets.
- Knowledge and skill in proper snow and ice removal techniques.
- General knowledge of the safe use, operation and preventive maintenance of the equipment and tools to which assigned.
- Ability to understand and follow specific oral and written instructions.
- Ability to perform manual labor for extended periods, often under unfavorable weather conditions.
- Knowledge of engineering, road surveying and construction of road and bridge projects.
- Knowledge of engineering plans, specifications and drawings.
- Knowledge of federal, state and local laws, rules and regulations relating to highway, bridge and ditch systems designs, construction and maintenance, land acquisition and traffic control.
- Ability to read and interpret manuals, contracts and legal land descriptions.
- Skill in the use of various engineering-related and computer software programs and equipment.
- Knowledge of local and state laws and regulations regarding street signs, inventory and related laws and regulations.
- Ability to read and understand technical documents, such as engineering drawings and maps.
- Ability to establish and maintain effective working relationships with others.
