Job description

Washington County is hiring for an Engineer Technician I/II. The Engineering Technician I is responsible for supervised essential engineering work in design, GIS asset management, and/or traffic operations within the Public Works Department.
DESIRABLE EXPERIENCE:
  • MnDOT (Minnesota Department of Transpiration) certifications
  • Experience performing engineering calculations and design for infrastructure improvement projects
  • Experience with preparation of construction plan documents, layout plan format and content
  • Experience with preparation of project cost estimates
  • Experience with preparation of project special provisions
  • Experience with design of horizontal and vertical alignments
  • Experience with development of design cross-sections
  • Experience with determination of right-of-way impacts
  • Experience with quantification of excavation and embankment quantities
  • Experience with CADD Software (Microstation or Autocad)

SELECTION TECHNIQUE: Your training and experience will be rated based on the required application material submitted and the top scoring candidates will be forwarded to the hiring department for further consideration.
HOURS / DAYS: 7:00 a.m.-3:30 p.m., Monday-Friday Work schedules (hours and days) and location are subject to change based on department needs.
ANTICIPATED HIRING RATE: Engineer Tech I: $24.08 - $32.95 Hourly
Engineer Tech II: $30.22 - $41.34 Hourly
Engineer Tech Sr: $33.94 - $46.46 Hourly
Position may be filled at Engineer Tech II or Engineer Tech Senior level depending on qualifications and experience of the applicant. The Engineering Technician I is responsible for supervised essential engineering work in design, GIS asset management, and/or traffic operations within the Public Works Department.MINIMUM QUALIFICATIONS:
Design Engineering and GIS Assets Program: High School Diploma. Post-secondary training in civil engineering, drafting, land surveying, or highway construction desirable. Ability to obtain appropriate MN/DOT certifications within twelve months of employment.
Traffic Operations: High School Diploma. Post-secondary training in civil engineering, drafting, electronics, traffic or highway construction desirable. Ability to obtain MN/DOT Signal and Lighting certification within twelve months of employment. Ability to obtain International Municipal Signal Association (IMSA) Level 1 Certification within three years.
All Areas: Must have own means of reliable transportation for business purposes; individuals operating a motor vehicle for county business must possess a valid driver's license.

  • Demonstrates knowledge of civil engineering practices, principles and instruments, drafting equipment and design software;

  • Ability to interpret highway and/or traffic signal construction plans, property legal descriptions, engineering and survey records and maps.
Design Engineering:
  • Perform engineering calculations and design for County infrastructure improvements (horizontal and vertical alignments, cross-sections, right-of-way and material quantities);
  • Coordinate and prepare construction plan documents, layout plan format and content;
  • Prepare project cost estimates and special provisions.

GIS Asset Management:
  • Compile, develop and maintain the Public Works asset management geographic and attribute databases;
  • Collect, change, convert and project data to work with electronic data from other agencies;
  • Collect GIS field data using GPS equipment for the Public Works Capital Assets programs; Perform surveys (GIS data collection, preliminary, route, topographical, hydraulic and construction, etc.);
  • Assist in the development and implementation of standard GIS procedures, programs and processes for asset management program;
  • Perform field measurements of horizontal coordinates, elevations and highway alignments for the GIS system and verify the accuracy of the data collected.

Traffic Operations:
  • Inspect traffic signal systems to determine if all components are functioning as intended to accommodate pedestrian and vehicle traffic;
  • Provide routine and preventative maintenance to signal systems;
  • Diagnose malfunctioning traffic signal systems by isolating problems to specific pieces of equipment in the cabinet, field hardware or connecting cables;
  • Repair malfunctioning electronic traffic signal system equipment by using standard and specialized test equipment;
  • Maintain tool and testing equipment for repair and diagnosis of electronic traffic signal equipment;
  • Perform field locates for underground county-owned utilities per Gopher State One Call requirements;
  • Operate maintenance equipment including overhead personal lift vehicle, hand and power tools and electronic test equipment;
  • May respond for emergency situations such as traffic signal damage caused by traffic accidents or storms; and
Perform other duties as assigned.
WORK ENVIRONMENT
Design Engineering and/or GIS Asset Management: Work is performed 10% outside and 90% inside. Work performed is semi-sedentary in nature, and typically performed within the Government Center, a satellite office or other field work location. Lifting requirement of up to 30 pounds on an occasional basis. Equipment used may include, but is not limited to, computer, typewriter, calculator, telephone, camera, and microfiche reader, cash register, and copy and fax machine, power and hand tools, and other maintenance equipment. Work interruptions are frequent. Additional physical/mental requirements that occur may not be listed above, but are inherent in performing the position's essential functions.
Traffic Operations: Work is performed 25% inside/75% outside. Must be able to perform the following on an occasional to frequent basis: bending, turning/twisting, kneeling, climbing, reaching out, grasping, and lifting up to 50 pounds. Exposures may include, but are not limited to: construction zones, heavy equipment, live traffic, heat, cold, rain, dust, noxious weeds, insects, direct sunlight, and dirt. Equipment used but not limited to includes: personal computer, printers, telephone, cellular phone, calculator, typewriter, copy and fax machine, video equipment, boom truck, personal safety equipment, electronic drafting equipment, material testing equipment, and survey instruments. Work interruptions are frequent. There is some pressure associated with dealing with project or activity deadlines and details. Driving or riding to field work locations, attending meetings, participating in training sessions, etc. is required.
