Job description

U.S. Committee for Refugee and Immigrants (USCRI) Rayo de Luz program is dedicated to providing unaccompanied minors who are pregnant or parenting, ages 0-18, with a supportive, nurturing environment in a residential shelter, daily education Monday - Friday, and supportive wrap-around services in Sacramento, CA. Our program is rooted in ensuring that service delivery is trauma-informed, culturally appropriate, and tailored to the needs of each child while maintaining all program requirements of ORR.

OVERVIEW

The Program Director provides overall management of programmatic, administrative, financial and operational systems related to the provision of care and service. The Program Director ensures the well-being, safety, and supervision of all youth placed in the facility. The Program Director will direct responsibility for staff, schedules, emergencies, crisis management, and safety. This position reports to Vice President.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provide regular and timely reports to ORR regarding operations, services, and finances in accordance with the cooperative agreement;
  • Provide oversight of the program budget, including overtime consistent with established guidelines;
  • Conduct weekly staff meetings to ensure the program meets ORR standards in terms of supervision of youth, program and scheduling;
  • Monitor quality improvement activities related to the program;
  • Maintain and monitor all crisis management plans, daily program schedule, and any other programs that promote safety;
  • Ensure adherence with ORR, DCF, OHSA and USCRI health and safety standards and handle emergencies in accord with Emergency Evaluation Plan procedures and policy;
  • Assure that fire drills and facility searches are conducted and recorded in a timely manner;
  • Coordinate security activities and assure that the daily Security Log is maintained, and notifications are carried out and review surveillance footage daily or assign Assistant Program Director to do so;
  • Report all situation of importance related to risk management and liability to the Vice President and where appropriate to the President and CEO;
  • Ensure staff are trained and oriented in ORR’s Policy Guide and Manuel of Procedures as well as USCRI rules, policy and procedures including critical incident reporting, notification procedures, trauma informed approaches and positive behavioral interventions and ensure employee attendance at trainings/workshops;
  • Participate in the selection and screening of applicants for employment to assure positions are filled in a timely manner;
  • Adheres to all agency and program safety procedures including reporting and unsafe practices, equipment and environment, and takes active role in correcting the unsafe practice, equipment or environment through proper notification including proper supervision of youths at all times; and
  • Supervise staff through formal and informal performance evaluations, counseling and coaching and successfully handle employee relations, disciplinary action and organizational development issues, and provide resolution under the direction of senior management and Human Resources;

POSITION REQUIREMENTS

  • Master’s degree in Social Work (MSW) or an equivalent degree in Education, Psychology, Sociology, or other relevant behavioral science OR A Bachelor’s degree in Education, Psychology, Sociology, or other relevant behavioral science plus five years of experience in child welfare administration and child protective services
  • Two years of experience in program management, or in a director position of a licensed childcare program (with administrator’s license for the care provider facility);
  • Must pass a criminal background, child abuse and neglect registry clearance and other screening requirements including health assessment, Tuberculosis test and drugs test;
  • Valid state issued driver’s license and auto insurance is required;
  • Possess or be able to obtain CPR and basic first aid certification;
  • Proficiency in Microsoft Office required;
  • Exceptional time management and attention to detail;
  • Strong leadership skills and ability to effectively lead and manage a team and serve as an example for racial, ethnic, culturally sensitive and competent care and treatment of children and staff giving special attention to bias reduction, and the needs of LGBTQIA youth.
  • Support a trauma-informed approach and therapeutic learning environment when interacting with youth;
  • Support all functions that attain and maintain accreditation and compliance with regulatory agencies;
  • Ability to work under pressure and remain calm and composed under stressful situations;
  • Ability to work collaboratively with staff, residents, service providers and others;
  • Ability to evaluate/interpret information and make good and independent judgements or decisions; and
  • Demonstrated support of USCRI’s values by exhibiting respect for others, maintenance of confidential information and an appreciation of a multicultural workplace.
  • Must be fully COVID vaccinated; Must provide be able to provide proof of vaccination.

TRAINING REQUIREMENTS

  • Satisfactory completion of USCRI’s Orientation and Training;
  • Satisfactory completion of annual mandatory training –Health Issues, Safety, Client’s Rights, HIV
  • Complete additional training as identified by supervisor(s), Vice President or Human Resources.

PHYSICAL DEMANDS

  • Use of manual dexterity, tactile, visual, and audio acuity;
  • Use of repetitive motion, prolonged periods of sitting and standing, and sustained visual and mental applications and demands;
  • Occasional lifting (up to 50 pounds), bending, pulling, and carrying; and
  • Quantitative/mathematical ability (addition, subtraction, multiplication, division, standard measurements).
