Role: Program Manager, Domestic Violence Shelter Services
Reports to: Shelter Manager

Schedule: Tues – Sat (Afternoons/Evenings) / Rotate On-Call / - schedule may vary to include occasional both weekend days or varying shifts due to programmatic need

Status: Full-Time, Exempt (Salary), Management

SUMMARY

Sojourn’s mission is to provide, without prejudice, shelter and support services to adult and child victims of domestic violence; prevent violence through non-dominant child-rearing, and the re-envisioning of gender stereotypes using a philosophy of nonviolence and individual empowerment; and work toward advancing social justice, locally and globally. Through shelter, support groups, workshops, hotline calls, children’s empowerment programming, legal services, and service referrals, Sojourn brings safety, connection, and hope to individuals and families. Sojourn also works to educate the broader community and advance public policy that affirms the rights of oppressed populations. Working under the supervision of the Shelter Program Manager, the Relief Counselor Advocate will provide support to Sojourn shelter site(s). The Relief Counselor Advocate will provide supportive services to Survivors of Domestic Violence and their children. The Relief Counselor Advocate will adhere to safety guidelines set by DV best practices and standards; following a Trauma-Informed, Empowerment Model. Driving may be required for this position.

RESPONSIBILITES:

  • Under the supervision of the Senior Shelter Manager, the Shelter Manager will: Provide oversight of operational components including accurate, up-to-date data collection, quality assurance and contract management adhering to guidelines set by DV best practices and standards.
  • Includes but is not limited to: Daily operation of direct service shelter program in compliance with program/contract compliance as per guidelines and requirements mandated for DV shelter programs, regularly reviewing logs, records, and data.
  • Assist with client crises as needed (conflicts and complaint resolution, safety planning, etc) using trauma-informed de-escalation and mediation techniques.
  • Work in coordination with Senior Shelter Manger to provide leadership development and in-service training for staff, programmatic development, to ensure implementation of empowerment model, harm reduction and trauma informed care methodologies and DV best practices in every aspect of client care and service;
  • Determine eligibility for program services for potential program participants (identified by Sojourn DV hotline screenings).
  • Ensure timely and accurate documentation of services through case notes, incident reports, etc;
  • Recruit, hire, train and supervise staff and volunteers within the guidelines of The People Concern personnel policies, adhering to trauma-informed, harm reduction, non-violent philosophy; including, Provision of weekly supervision, self-evaluation and program evaluation to staff
  • Approve and submit accurate staff timesheets Rotate on-call status and shifts with other Managers
  • Flex schedule to provide monthly (/mornings/afternoons/evenings/nights/weekends) support and training to Counselor/Advocates on Swing, Graveyard, and part-time shifts;
  • Provide direct client services back-up support and program coverage as needed, including emergencies, vacation & sick time in cooperation with shelter staff; - must be prepared to sub another’s role when needed (including occasional overnight shifts)
  • Oversee normal operating and credit card / petty cash expenditures within the program’s budget;
  • Ensure development and maintenance of working relationships with other community agencies; including, occasional presentations/trainings to the community
  • Coordinate with Operations Department to manage shelter site in the areas of health, safety and emergency preparedness on a daily basis;
  • Constant communication and coordination between shelter sites through Managers’ teamwork;
  • Oversight of scheduling hotline and shelters. Provide back-up on-call services when necessary;
  • Attend Manager's meetings, agency-wide retreats, and other agency collaborative events as assigned
  • Direct reporting staff: counselor advocates, relief staff
  • Other duties as assigned.

Specific Duties-Operations:

  • Ensure that shelter property and its surroundings is well maintained and clean.
  • Regularly inspect facilities to verify clean, sanitary conditions.
  • Report any maintenance issues or need for repairs to supervisor in a timely fashion.
  • Regularly inspect facility/beds to ensure they are in working order.
  • Train shelter staff in proper protocol for site maintenance.
  • Ensure monthly safety and fire drills are conducted

Other Duties

  • Responsible for safe storage and responsible and ethical use of all donated or purchased materials Required to lift and carry heavy bundles and items, donations and residents’ belongings
  • Required to transport clients and clients’ belongings
  • Occasional court accompaniment / translation services
  • Responsible to assist staff in maintaining a culturally sensitive shelter environment
  • Use of own vehicle; responsible to carry all auto insurance legally required in State of California
  • Required to be fingerprinted and screened for tuberculosis
  • Other duties as assigned

QUALIFICATIONS:

  • Minimum of four years’ experience in social services program, case management and/or staff supervision preferred; 24-hour shelter experience preferred
  • Trustworthy, honest, and team player.
  • Ability to supervise shelter participants and staff with dignity and respect at all times. Must engage participants and staff in positive interactions and troubleshoot problems as they surface.
  • Must exhibit sound decision-making ability related to crisis and safety planning
  • Ability to work with a diverse population and implement cultural responsiveness
  • Ability to handle communications with public, TPC staff and volunteers via phone or in person.
  • Literate with the ability to operate basic computer functions.
  • Able to maintain confidentiality.
  • Able to supervise sanitary conditions at all times in all areas including, client proms, general areas, and communal living areas.
  • Willingness to work flexible hours as needed, and handle emergencies which may occur daily, nightly, or overnight.
  • Understanding of Domestic Violence Survivor population and their specific needs for services
  • Use of own vehicle; responsible to carry all auto insurance legally required in State of California
  • Strong leadership skills with an ability to develop, facilitate and implement programmatic policy/procedure
  • Willingness to receive 40-hour Domestic Violence Training
  • Proficient in Microsoft WORD, Excel and PPT

Work Environment

  • Combination of field and office environment
  • Regularly required to sit, stand, bend; occasionally lift or carry up to 35 lbs.
  • On occasion walk or drive to different local sites
  • Will necessitate working in busy and loud environments
  • Will be exposed to elements like cold, heat, dust, noise and odor
  • May need to bend, stoop, twist and sit throughout the day
