Position Summary
In a lead capacity, operate and maintain City's Class IV Water Reclamation Facility and associated pump stations in compliance with State and federal regulations, while meeting the specific effluent standards established by the Facility's NPDES permit. As assigned, work may include, overseeing daily work for operators and overall operation of the facility and pump stations; performing daily chemical checks; managing the class A Biosolid application programs by determining distribution; participating in the hiring process and training new hires; ordering chemicals and equipment; utilizing the SCADA system to diagnose and control plant processes; overseeing hazardous materials deliveries; monitoring and controlling plant processes and equipment; running process tests to check plant operation; establishing and maintaining logs and records; performing plant walk-throughs to check equipment; and responding to emergencies. As assigned, an incumbent may serve as a lead worker, assigning work and monitoring work completion.

Essential Job Functions
ESSENTIAL JOB FUNCTIONS:
Sample Collection, Analysis, and Reporting
  1. Collects samples and conducts process control testing.
  2. Takes appropriate corrective action in response to spills of chemicals, polymers, and bio-solids within work area as needed, and responds to emergencies by taking corrective steps.
  3. Enters, retrieves, and manipulates data from computer; uses SCADA (Supervisory Control and Data Acquisition System) control system to operate, troubleshoot, and control treatment plant and pump station processes.
  4. Generates and maintains accurate operational reports and written documents using word processing, spreadsheet, and other database software. Provides trending information; and creates graphs, charts, and spreadsheets for complex problem analysis.
  5. Interpret process control laboratory data and adjust to meet targets set by established guidelines.
  6. Establishes and maintains logs and records as required by laws, regulations, and procedures.
  7. Adjusts instrumentation and calibration of sensors to control systems such as chemical feed systems, biosolids systems, secondary process systems, wet well levels, and manages extreme hydraulic fluctuations.

Preventative Maintenance
  1. Performs routine inspections of the Water Reclamation Facility and pump stations to ensure proper equipment operation, working condition and cleanliness of equipment and work/pump stations per established requirements. Read and record monitoring instruments, gauges, and other equipment indicators.
  2. Performs preventive/corrective minor maintenance on equipment at the Water Reclamation Facility and pump stations.
  3. Uses independent judgment in response to equipment malfunctions, potential permit violations, and anticipated action required in response to storm events.

Lead Duties
  1. Coordinate the work of the team in a lead capacity by scheduling the daily work assignments and ensuring work is completed.
  2. Plan/coordinate long-term project work in alignment with the overall vision and direction of Wastewater Services and the City of McMinnville
  3. Participates as member of the operation and maintenance team to assess conditions, solve problems, and make team decisions.

Qualifications
REQUIRED QUALIFICATIONS:
Any equivalent combination of education and experience which provide the knowledge, skills, and abilities required to perform the duties as described. A typical way to qualify would be an associate's degree in a related field and at least 3 years of related experience. This position also requires:
Knowledge of:
  • Principles, methods, materials, tools and equipment used in activated sludge process treatment plant operations and maintenance, including biological and chemical nutrient removal aeration system, secondary clarification, return flow rate control and wasting strategies.
  • Solids processing, including gravity belt thickener and auto thermal thermophilic aerobic digestion operation; related principles of chemistry and biology; bio-solids application methods and procedures, principles of sample collection and preservation, safety and biohazards associated with sewage treatment, and routine process control laboratory tests.
  • Spreadsheet, word processing and database applications software.

Skill and Ability to:
  • Work in confined spaces safely and follow all safety rules.
  • Exemplify traits that reflect the City's culture, including integrity, customer service orientation, cultural competency, trustworthiness, flexibility, and a willingness to change.

SPECIAL REQUIREMENTS OR LICENSES:
  • Driver's license valid in the State of Oregon with an acceptable driving record.
  • Oregon DEQ Treatment Operator III Certification
  • Confined Space Training
  • First Aid/CPR Certification

Supplemental Information
WORKING CONDITIONS:
The position requires regular (60-80%) ability to use dexterity and fine motor skills assemble, build or repair machines or other objects. Frequent (51-80% of the time) use of office equipment. The position requires continuous (80+%) physical effort such as lifting, carrying, or movement, etc. Movements required to complete work require continuous speed, agility, hand eye coordination and equipment operation. The work environment has regular hazards or obstacles (40-60%). There may be some personal risk or hazard. Job conditions are somewhat uncomfortable, with moderate (40-60%) issues of confinement, temperature change, incident of noise, or interactions of a disagreeable nature, inside/outside work, dirty conditions, exposure to contagious disease, etc. Position may require regular responsibility for driving.
SUPERVISORY RESPONSIBILITIES:
Supervision of others is not a typical function assigned to this position. Responsible for lead duties and may provide training and orientation to newly assigned personnel and may assign work to student workers.
SUPERVISION RECEIVED:
Works under the general direction of Wastewater Services Operations Supervisor.
