Purpose of Position
*This recruitment series is to fill one position. To be considered qualified, an applicant must meet the minimum requirements for one of the posted four levels of the Wastewater Treatment Operator positions*
PURPOSE OF POSITION:
Under direction of the Wastewater Division Manager and the Wastewater Treatment Supervisor, performs semi-skilled operation and maintenance duties in a secondary Wastewater Treatment plant. These duties are routine and performed within guidelines provided during training. Most work is subject to checks and controls. Employee will work under direct supervision of a qualified plant operator and as more experience is gained, employee is expected to perform duties more independently. Employee monitors, and maintains plant equipment including engines, motors, compressors, and pumps to control unit processes; ensures Wastewater Treatment plant operates within regulatory guidelines; performs adjustments and repairs to plant equipment; collects samples for laboratory testing; performs laboratory testing; performs maintenance on treatment facility equipment and grounds.
DISTINGUISHING CHARACTERISTICS:
The Wastewater Treatment OIT is used as a training class; initially under close supervision, incumbents with basic plant operations experience learn the City of Redmond's infrastructure, systems, and facilities, use of tools and equipment, and a wide variety of practices and procedures. As experience is gained, assignments become more varied and are performed with greater independence. Positions at this level usually perform most of the duties required of the positions at the Plant Operator level but are not expected to function at the same skill level and usually exercise less independent judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Certain functions such as process control and isolations are not performed at this level due to regulations and certification requirements. Advancement to the Plant Operator level is based on demonstrated proficiency in performing the assigned functions, certification as a Grade I Plant Operator, and is at the discretion of higher level supervisory or management staff.

Essential Job Functions
ESSENTIAL JOB FUNCTIONS:
Performs routine operation and maintenance responsibilities of secondary treatment facility, solids handling and irrigation system daily.
Most situations are resolved using standard procedures and established guidelines. Requires knowledge of procedures and the ability to evaluate and select the correct solution from defined alternatives.
With supervision, performs daily routine duties, such as hosing, washing, or scrubbing of tank walls, inlets, screens, baffles, channels, floors, walls, pumps and all related piping valves and equipment.
Operates a motor vehicle regularly to attend to building maintenance, wastewater, and other Public Works related needs.
Performs building and grounds cleaning and maintenance. Records daily operational information regarding electrical consumption, equipment run time meters, totalizer readings, lab analysis data and other related plant equipment and machinery.
Performs laboratory analysis for process control and WPCF permit compliance.
Maintains appropriate written and electronic records in compliance with WPCF permit, regulatory compliance programs and City maintenance program.
Performs operation and maintenance program responsibilities with some instruction.
Operates and maintains the Wastewater Division vehicles, equipment, machines, tools, and vehicles in a safe, efficient, and effective manner in conformance with applicable laws, regulations, and work rules.
Contributes to the Wastewater team in a professional, positive manner.
Understands and carries out written and oral instructions.
Establishes and maintains effective working relationships with other employees, supervisors, and the public.
May work independently, or as part of a work crew in performance of regular assignments.
Works under the policies and procedures of the City and performs duties in a safe manner in accordance with the established safety policies.
May participate in on-call rotation for the Wastewater Treatment Group.
Performs duties during evenings, holidays, and weekends when necessary.
Performs other duties as assigned within the Wastewater Division and/or the Public Works Department.
May attend meetings and serve on various committees.
Qualifications
JOB QUALIFICATION REQUIREMENTS:
Mandatory Requirements:
High school diploma or equivalent supplemented by specialized training in Wastewater Treatment plant operations or a related field and/or post-high school education in related courses.
Special Requirements/Licenses:
The position requires employees to operate a motor vehicle in the course of their position. Possession of, or must obtain within thirty (30) days from date of hire, a valid Oregon driver's license, and have a safe driving record.
Possession of, or ability to obtain within six (6) months from date of hire, a valid Oregon CDL license of the required classification to operate Public Works Department vehicles and equipment.
Must obtain Oregon Department of Environmental Quality Wastewater Treatment Grade I Certificate within fourteen (14) months of hire.
Possession of, or ability to obtain, any certifications or licenses required by City, State or Federal agencies to work in the position assigned.
Desirable Requirements:
For desirable requirements to be considered, one must have met the minimum requirements noted above:
Education:
One (1) year of post-high school education, accumulation of academic credits documented on transcripts in the fields of engineering, chemistry, water/wastewater technology, physical, biological, or applied sciences, mathematics, or operation management.
Work Experience:
  • One (1) year verifiable work experience or training in one of the following fields or related fields:
  • Collection system operation and maintenance
  • Stormwater system operation and maintenance
  • Water treatment or distribution system operation and maintenance
  • Wastewater treatment system operation and maintenance
  • General maintenance and construction
  • Industrial, Pre-treatment, septic system maintenance, water testing laboratory, or storm water

Management
  • Underground utilities general construction

PERSONAL PROTECTIVE EQUIPTMENT:
PPE requirements as outlined in the position specific PPE Hazard Assessment Certification.
Work Environment
SUPERVISION RECEIVED:
The employee works under the supervision of the Wastewater Division Manager and/or Wastewater Treatment Supervisor. May be directed by the Operations Coordinator who provides instructions or specific objectives, and reviews work on specific projects for accuracy and adherence to standards.
SUPERVISORY RESPONSIBILITIES:
This position is not a supervisory position.
PHYSICAL DEMANDS:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this position. While performing the duties of this job, the employee is regularly required to reach with hands and arms. The employee is required to stand, walk, and use hands to finger, handle, feel or operate objects, tools, or controls. The employee is occasionally required to sit, climb, or balance, stoop, kneel, crouch or crawl; and talk or hear. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards.
The employee must occasionally lift and/or move up to fifty (50) pounds and rarely team lift and/or move more than one hundred (100) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
TOOLS AND EQUIPMENT USED:
Telephone system, mobile radio, copy machine, fax machine, computers, grit removal equipment, compactors, mechanical screens, parshall flumes, clarifiers, pumps, motors, blowers, gear reducers, filters, compressors, air diffusers, chlorination and de-chlorination equipment, weirs, belt filter presses, polymer equipment, boilers, and any other related equipment, piping, valves and appurtenances, Vactor trucks, backhoe, loader, dump truck, and other City vehicles and maintenance tools and light and heavy equipment required to maintain the public wastewater system.
WORK ENVIRONMENT:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
While performing the duties of this job, the employee regularly works near moving mechanical parts and in outside weather conditions. The employee occasionally works in high, precarious places, confined spaces and is frequently exposed to wet and/or humid conditions, fumes, or airborne particles, toxic or caustic chemicals and vibration. The employee is occasionally exposed to risk of electric shock.
The noise level in the field environment is usually moderate, except during certain maintenance duties when noise levels may be loud. Employees in this position are required to work in areas or around equipment which may meet or exceed the OSHA Hearing Conservation sound level. Employees in this position will participate in the City of Redmond Hearing Conservation Program.
