Purpose of Position
*This recruitment series is to fill one position. To be considered qualified, an applicant must meet the minimum requirements for one of the posted four levels of the Wastewater Treatment Operator positions*
PURPOSE OF POSITION:
Under direction of Wastewater Division Manager and the Wastewater Treatment Supervisor, oversees and participates in the more complex and difficult work of staff responsible for operating, monitoring, and maintaining plant equipment including engines, motors, compressors, and pumps to control unit processes; ensures waste treatment plant operates within regulatory guidelines; performs adjustments and repairs to plant equipment; collects samples for laboratory testing; performs laboratory testing; performs maintenance on treatment facility equipment and grounds. Most work is subject to checks and controls. Employee is expected to be able to perform duties independently with minimal supervision.
DISTINGUISHING CHARACTERISTICS:
This is the senior journey-level class in the plant operator series. Incumbents fulfill the day-to-day work in assigned areas of responsibility, and ensure that equipment, systems, and the City of Redmond assets and Wastewater Treatment facilities are operated and maintained in a safe and efficient manner. Responsibilities include inspecting and attending to assigned areas in a timely manner and performing a wide variety of tasks in the operation, maintenance, and repair of assigned facilities and systems. Performance of the work requires the use of considerable independence and initiative within established guidelines. Positions at the Plant Operator III level are normally filled by advancement from the Operator II level. This class is distinguished from the Operations Coordinator position in that the latter oversees the technical and functional work of Operator III, II, I, and OIT staff. Within the requirements of a treatment facility operation, this class may be responsible for planning, organizing, and overseeing assigned operations at the treatment facility.
This description covers the most significant essential and auxiliary duties performed but does not include other occasional work which may be similar, related to, or logical assignment to the position.

Essential Job Functions
ESSENTIAL JOB FUNCTIONS:
Operate plant equipment including engines, motors, valves, compressors, conveyers, and pumps to control unit processes such as activated sludge pumps and clarifiers, aeration systems, belt presses, activated sludge, headworks, lagoons, wetlands, and pumping facilities regulating the flow of wastewater through the treatment plant; ensure compliance with all local, state, and federal laws, rules, and regulations.
Provide technical direction and training to employees involved in the operation and control of wastewater through the treatment plant; works with supervisor and coordinator to formulate work plans; delegate tasks to be performed and monitor performance.
Participate in overseeing and performs daily routine duties such as hosing, washing, or scrubbing of tank walls, inlets, screens, baffles, channels, floors, walls, pumps and all related piping valves and equipment.
Participate in overseeing building and grounds cleaning and maintenance. Records daily operational information regarding electrical consumption, equipment run time meters, totalizer readings, lab analysis data, and other related plant equipment and machinery.
Participate in overseeing the operations of the treatment facility; perform assigned rounds including adjusting process controls to daily required parameters, inspecting, monitoring, and documenting plant operations by reading plant equipment gauges, dials, graphs, and other instrumentation; ensure that the waste treatment plant operates within regulatory guidelines.
Participate in the operations of the treatment plant laboratory; perform laboratory analysis of pre- and post- treatment samples to ensure that the waste treatment plant operates within regulatory guidelines.
Participate in the operations related to recycled water and biosolids disposal; perform and satisfy assigned rounds including adjusting irrigation and outfall controls to daily required parameters, inspecting, monitoring, and documenting facility operations by reading equipment gauges, dials, graphs, and other instrumentation: ensure that the recycled water and biosolids disposal operations are within regulatory guidelines.
Participate in the administration and implementation of the groundwater monitoring plan, the biosolids disposal plan and the recycled water plan. Facilitates the sampling, shipping, and analysis of samples related to each plan and participates in the compilation and recording of data. Participate in the development of goals and objectives for Wastewater Treatment operation activities; gather and analyze data; develop a variety of reports.
Participate in overseeing the operation and maintenance of plant equipment including engines, motors, compressors, conveyers, and pumps to control unit processes such as raw sludge pumps, clarifiers, digesters, belt presses, activated sludge, aerators, headworks, lagoons, chemical feed pumps, and pumping facilities regulating the flow of wastewater through the treatment plant.
Assist supervisor and coordinator in planning and overseeing the operation of various maintenance and construction projects: respond to maintenance and construction requests to facilitate process operation equipment by performing isolations, shut-downs, tag-outs, and start-ups of plant operation equipment before and after testing, maintenance and emergency repairs are performed.
Ensure compliance with all local, state, and federal laws, rules, and regulations.
Participate in overseeing in the monitoring and controlling of wastewater flow and plant processes to ensure efficient and safe operation and compliance with permit requirements; perform sight and sound inspections of equipment; take readings of meters and gauges; collect wastewater and sludge samples to perform lab tests; adjust processes within authorized parameters, including plant flow, sludge pumping cycles and chemical addition units.
Performs laboratory analysis for process control and WPCF permit compliance. Maintains required records for regulatory compliance and plant operation.
Record data related to plant operation processes, including instrument readings, temperatures, and levels, blanket levels, and dissolved oxygen readings; complete daily operating logs of routine and unusual operating or maintenance conditions encountered, and any repair work performed; initiate work orders, memos, and requests for maintenance repairs as necessary.
Read and review a variety of pertinent data connected with plant operations including logs of previous shifts, lab reports, emails, status boards and bulletin boards.
Determine chemical ordering levels and inventory requirements; receive and store chemicals, equipment, and parts necessary for plant operations; may be trained to utilize a UTV, forklift or stationery and mobile cranes to move materials, supplies and equipment.
Participate in overseeing the general plant maintenance including cleaning, rolling of hoses, sweeping and removal of trash and debris; maintain work area to ensure safety and order.
Maintain, compile, and update a variety of plant operations logs, reports and lists including round sheets, spreadsheets, monthly summaries, data sheets, timesheets, overtime reports, spill reports, odor complaint reports, standby lists, emergency notification lists, shutdown lists, and equipment lists; gather data for Summary of
Operations and submit to coordinator and/or supervisor.
Conducts tours of the facilities for the public. Performs data entry for process control and maintenance records.
Operates a motor vehicle regularly to attend to building maintenance, wastewater, and other Public Works related needs.
Regularly provides informal equipment and procedural training to other employees and directs small task group activities.
Contributes to the Wastewater team in a professional, positive manner. Operate and maintains the Wastewater Division equipment, tools, and vehicles in a safe, efficient, and effective manner.
Performs maintenance program responsibilities with minimal instruction.
Maintains appropriate written and electronic records in compliance with WPCF permit, regulatory compliance programs and City maintenance programs.
Works under the policies and procedures of the City and performs duties in a safe manner in accordance with the established safety policies.
Works evenings, holidays, and weekends when necessary.
Performs other duties as assigned within the Wastewater Division and/or the Public Works Department.
May attend meetings and serve on various committees.
Qualifications
JOB QUALIFICATION REQUIREMENTS:
Mandatory Requirements:
High school diploma, or GED equivalent, and college level course work in math, science, biology, wastewater plant operations and maintenance, and related subjects; and a minimum of three (3) years of verifiable work experience in Wastewater Treatment, regulatory compliance and/or environmental analysis; or any equivalent combination of education and experience which demonstrates the ability to perform the above duties and meet the Oregon Department of Environmental Quality Treatment System Operator Qualifications may be considered.
Necessary Knowledge, Skills, & Abilities:
Knowledge and understanding of process control optimization, operation and maintenance activities required to operate an activated sludge Wastewater Treatment process. Computer skills including word processing, spreadsheet, and computer process control.
Knowledge of advanced chemical analysis procedures, including qualitative and quantitative analytical chemistry and biological hazards involved in the work in a laboratory. Knowledge of proper operation of laboratory equipment, and appropriate methods of collecting, preserving and preparing samples for testing.
Ability to operate automobiles, pickup and utility trucks, equipment, machines, and tools safely and in conformance with applicable laws, regulations, and work rules; understand and carry out written and oral instructions; work independently or as part of a work crew in performance of regular assignments; establish and maintain effective working relationships with other employees, supervisors, industrial users, and the public.
Special Requirements/Licenses:
The position requires employees to operate a motor vehicle in the course of their position. Possession of, or must obtain within thirty (30) days from date of hire, a valid Oregon driver's license.
Possession of, or ability to obtain within six (6) months from date of hire, a valid Oregon CDL license of the required classification to operate Public Works Department vehicles and equipment. Must have a safe driving record.
Possession of a current Oregon Department of Environmental Quality Wastewater Treatment Grade III certification or ability to obtain through reciprocity at the time of hire.
Desirable Requirements:
For desirable requirements to be considered, one must have met the minimum requirements noted above:
Education:
Three (3) years of post-high school education, accumulation of academic credits documented on transcripts in the fields of engineering, chemistry, water/wastewater technology, physical, biological, or applied sciences, mathematics, or operation management.
Work Experience:
Eight (8) years verifiable work experience or training in one of the following fields or related fields:
  • Collection system operation and maintenance
  • Stormwater system operation and maintenance
  • Water treatment or distribution system operation and maintenance
  • Wastewater treatment system operation and maintenance
  • Industrial, Pre-treatment, septic system maintenance, water testing laboratory, or storm water management

PERSONAL PROTECTIVE EQUIPTMENT:
PPE requirements as outlined in the position specific PPE Hazard Assessment Certification.
Work Environment
SUPERVISION RECEIVED:
The employee works under the supervision of the Wastewater Supervisor. Incumbent may be directed by the Operations coordinator who provides instructions or specific objectives, and reviews work on specific projects for accuracy and adherence to standards.
SUPERVISORY RESPONSIBILITIES:
This position is not a supervisory position. Employee may assist in direction, guidance or training in operational procedures to other employees.

The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards.
The employee must occasionally lift and/or move up to fifty (50) pounds and rarely lift and/or move more than one hundred (100) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
