Clearance: Non, BUT a 'NIH' or 'HHS' clearance is highly desirable 
Location: Bethesda, MD (Hybrid, Onsite and Remote)
Duration: 5-Year Contract
As a Senior Software Product Owner, you will be responsible for overseeing the entire lifecycle of our Software Products. This includes managing product development, strategizing product vision, crafting detailed requirement definitions, and liaising among different teams. Your expertise will be essential in driving the success of our Software Products to meet customer expectations and company objectives.

Responsibilities
1.      Lead the planning and implementation of product strategies.
2.      Defines and manages product roadmap.
3.      Builds, grooms and prioritizes the product backlog, continuously managing expectations with relevant stakeholders – including the senior leadership team.
4.      Manages the sprint planning process and participates in all relevant ceremonies (reviews of prior sprints, grooming, retrospectives, etc.)
5.      Develops a deep contextual understanding of our customer, worker and user needs.
6.      Understands business processes and procedures.
7.      Gathers product feedback through user interactions, focus groups, and by performing industry research to support future development.
8.      Writes detailed functional specifications, user stories and product documentation.
9.      Oversees development of agile, contemporary, world class quality system platforms including oversight for end-to-end product lifecycle and customer value. 
10.   Designs an overall product line strategy balancing customer satisfaction, cost, business requirements, local law/regulations, and delivery model decisions across the product lines. 
11.   Partners with Business Leaders and other stakeholders to ensure Wing-to-wing (start to finish) integrated experiences and outcomes. 
12.   Collaborate with cross-functional teams to define product requirements and specifications.
13.   Responsible for delivery of product line performance metrics for new or improved product/process aligning with customer requirements, increased productivity, and compliance. Support metrics reviews. 
14.   Coordinate with engineering teams to ensure product development follows the established roadmap.
15.   Act as a point of contact for stakeholders and senior management.
16.   Manage product backlogs and arrange sprints in an Agile environment.
17.   Evaluate all changes for impact to all content assets (Tier 0, Training, and Standard Operating Procedures), makes appropriate updates, and works with other teams to ensure on-time delivery. 
18.   Monitor and evaluate product performance and suggest necessary upgrades or features.
19.   Facilitate communication between the development team and stakeholders to ensure common understanding and expectations.
20.   Provide valuable input into product line strategy, including driving innovation and identifying potential opportunities for growth.
21.   Resolve any product-related issues or complications in a timely and efficient manner.
22.   Ensure products stay within budget without compromising quality.
23.   Excellent verbal and written communication skills; strong communications both up and down the organization.
24.   Solid interpersonal skills; ability to work effectively in a team-based environment
25.   Cultural awareness and sensitivity: ability to flex style to suit differing cultural norms and experience of leading a culturally diverse team.
 
Requirements:
1.      Bachelor's Degree in Computer Science, Information Technology, or a related field. Master’s degree preferred.
2.      5+ years of experience in product management, preferably in a senior role.
3.      Familiarity with software development methodologies and Agile/Scrum practices.
4.      Experience leading with LEAN management principles; passion for continuous process improvement.
5.      Excellent understanding of software applications and web server design.
6.      Strong leadership skills with a collaborative and flexible approach.
7.      Exceptional problem-solving abilities and attention to detail.
8.      Excellent written and verbal communication skills.
9.      Formal training/certification in Product Ownership or management is preferred.
10.   Proven ability to identify/anticipate and solve complex issues and manage to complete resolution. 
11.   Ability to organize and analyze data, detail-oriented.
