Description
IMPORTANT
The Town of Queen Creek Utilities Department seeks a Senior Project Manager with specific focus in the following areas:
  • Completing all Utility department plan review;
  • Assisting with and ensuring the Town's pretreatment program is accurate and that the Town's sewer system is functioning properly through constituent monitoring and accurate flow analysis;
  • Assuming an active role in the partnership and coordination with Greenfield Water Reclamation Plant (GWRP) and act as the Town's liaison for any agreements as assigned.

In addition to the duties described below, this position will require the following qualifications:
  • ADEQ Grade II in Wastewater Collection - at the time of hire;
  • ADEQ Grade II in Water Distribution - within one year of hire.

JOB CLASSIFICATION SUMMARY

Positions assigned to this class are responsible for managing the most complex projects and highest dollar projects in an area specific to the type of project managed, which may include including securing grants/funding, fiscal management, team coordination, public involvement, design and construction management, planning, and monitoring, and maintenance activities.
DISTINGUISHING CHARACTERISTICS
This is a senior level professional classification in the construction management job family. Incumbent(s) perform the full range of advanced duties that demonstrates broad practical knowledge in a variety of construction management processes, methods, techniques and best practices. Work involves planning and coordinating complex assignments, the modification of established guidelines, and the initiation of new approaches. May be responsible for daily work assignments, conducting work reviews, training staff in work procedures, and providing recommendations to management.
Examples of Duties
ESSENTIAL DUTIES
The following are intended to describe core work functions of this classification. While the level and broad nature of essential duties may not change, specific work tasks will vary over time depending on the Town's needs.
  • Advertises, bids and awards projects utilizing established procurement procedures.
  • Performs plan review, specification review or revisions as needed.
  • Coordinates activities with team members, consulting engineers, architects, contractors, and/or other professional groups or individuals to facilitate project implementation, progress and completion.
  • Monitors work in progress to ensure that procedures are followed, and materials are used in conformance with applicable specifications; monitors quality, workmanship, and compliance with approved plans.
  • Advises registered professional consultants on design and construction related projects.
  • Prepares analysis and reports and other documents related to assigned projects.
  • Schedules, attends, leads and presents at staff, project meetings and public/stakeholders meetings; answers questions from Town management, residents, and developers and performs complex problem resolution.
  • Prepares schedules and ensures adherence to project timelines.
  • Serves as liaison to the public regarding construction projects.
  • Maintains project files and other documents, including punch lists, construction specifications, special provisions, soil and materials testing information, and/or other related documents.
  • Reviews and makes decisions related to project budgets and expenditures.
  • Performs related work as assigned.

Typical Qualifications
MINIMUM QUALIFICATIONS (at job entry)
Education and Experience:
Bachelor's Degree from an accredited college or university in architecture, engineering, construction management, or a related field and 5 years of related experience; or an equivalent combination of directly related education and experience.
LICENSING/CERTIFICATION REQUIREMENTS
  • Driver's License;
  • Maintain all certifications/licenses required at job entry.

KNOWLEDGE
  • Capital improvement project management principles and practices;
  • Construction standards (MAG, Town, ADOT, MCDOT);
  • Construction project advertising, bidding and awarding processes;
  • Construction contracts;
  • Municipal procurement policies;
  • Land surveying principles and practices;
  • Landscape architecture concepts and principles;
  • Project development, scheduling, monitoring, and control systems;
  • Mathematical computations;
  • Applicable Federal, state and local laws, codes, ordinances, rules and regulations;
  • Federal, state, and local regulations related to engineering projects;
  • Standard office equipment including the computer and programs relevant to the performance of applicable duties and responsibilities;
  • Customer service principles
