Job Description
Essential duties and responsibilities may include, but are not limited to, the following:
- Manage engineering/architecture projects from inception through final design, bid and award.
- Assist with the selection of consultants and advertise projects for bids; develop and control project scope, budget and schedule.
- Assist with Master Design Guidelines updates.
- Develop front-end documents for bids.
- Negotiate consultant’s fees; perform technical reviews; conduct cost reconciliations; review and approve pay applications and invoices from consultants and contractors.
- Assist with updating the Capital Improvement Plan (CIP).
- Assist with condition assessments of the facilities.
- Manage the Roadway Sign Structures Inspection Program.
- Manage the Bridge Inspection Program.
- Manage the Facilities Addressing Program.
- Manage other architectural and development projects.
- Assist in the management of the Civil Permitting Process for all on-going programs and projects.
- Participate and present at various committee meetings.
- Assist in the coordination with the City’s Permitting Process for all on-going programs and projects.
- Coordinate and negotiate with Utility Companies for all on-going programs and projects.
- Conduct tours, give briefings and presentations related to engineering/architecture projects.
- Assist with assigned Planning projects; perform technical review and advice during the planning phase; provide expert feedback as needed for management evaluation and decision making on assigned projects.
- Assist with assigned Environmental projects; review Environmental Resource Permit applications; assist with updating and maintaining the Master Conceptual Drainage Plan and Permitting.
- Assist with assigned Construction projects from contract award to closeout; attend job coordination meetings and site visits; inspect work and ensure compliance with design standards, codes, permits and statutes as required.
- Approve pay applications and invoices from consultants and contractors; approve project completion and closeout.
- Perform other duties as assigned.
MINIMUM QUALIFICATIONS:
- Excellent interpersonal, project description and negotiation skills required.
- Proficient in use of computers.
- Knowledge of architecture and construction means and methods, and management principles.
- Knowledge of design, estimating, project and program scheduling
- Efficient time management methods.
- Knowledge of the following areas: Computer Aided Drafting and Design (CADD); Geographic Information Systems (GIS); Building Information Modeling (BIM.) A MUST!!
- Must be able and willing to work both standard and non-standard work schedules, including weekends to accommodate our clients’ operations
- Valid Florida driver’s license
- Professional Engineer, Architect, or General Contractor License is desirable.
- Certification in a specialty subject area that may benefit the Aviation Authority / Rail /Port is desirable.
- Directly supervises a staff of approximately two (2) employees. Oversight of contracted staff. The actual number supervised will vary according to individual project requirements, schedule, and stage of development or status.
- Work independently with little supervision, high level of initiative and judgement.
- Manage multiple projects with a wide variety of tasks, determining priorities.
- Negotiate consultant’s fees
- Responsible for the quality and quantity of work performed by others (staff and contractors.)
- Independent preparation of analytical data.
