Job Overview:
This role serves as a driver of collaboration. Responsible of bridging the gap between business strategy and the delivery of solutions. The Project Manager works with the Business and with Technology to plan and manage assigned project and product backlogs, ensuring that they are aligned with enterprise goals and strategies and that visibility is provided on progress of execution. The Project Manager enables the definition and delivery of the maximum potential value of an executed strategy through solutions and/or process optimization within defined budget, time, and quality standards.

Business and Technology Collaboration:
• In partnership with the business and Information Systems & Technology (IS&T), manage and facilitate the intake and prioritization of product and project backlogs aligned with enterprise strategies and goals; may be assigned to multiple business areas and or products as a partner;
• Act as a comprehensive business relationship partner;
• Work with operations, process owners and support divisions to gather, prioritize and document business requirements and legislative/judicial requirements and timelines; translate these into functional specifications for business/technology feasibility, development, and delivery;
• Work closely with IS&T and business subject matter experts (SMEs), sponsors, and stakeholders to perform feasibility analysis (cost/benefit/risk), help develop RFPs and participate in vendor selection, determine project resource and cost estimates, identify dependencies, and develop high-level project plan and risk assessment/mitigation plan;
• Define business drivers/imperatives, project components, objectives, deliverables, timeline, and milestones;
Business Analysis, Project and Product Management:
• Manage the day to day operational and tactical tasks associated with multiple projects; may oversee or assist in project execution, resolve issues, and mitigate risks, or in resolution of significant production issues;
• Facilitate project engagement reviews and status meetings;
• Develop and deliver progress reports, proposals, requirements documentation, and presentations;
• Participate in cross project portfolio management, resource allocation and planning; provide data and reporting to support the Project Management Office;
• Ensure projects with technical components adhere to Systems Development Lifecycle processes;
• Continually look for ways to optimize application use and analyze the impacts of the changes to these applications, while automating and enhancing business processes;
• For assigned applications, analyze application release documentation, support releases for a group of business systems based on business needs; participate and facilitate internal application user groups as appropriate;
• Execute quality management processes through all phases;
• Coordinate user acceptance testing on projects, product releases and enhancements; assist users with the creation of test plans and test cases;
• In conjunction with other Project Manager and with Business Analysts ensure business partners are documenting new processes and training staff;
• Partner with other Project Managers and with Business Analysts to deliver on-time, on-budget and with high quality;
• Plan and manage cross functional enhancements and projects;

Job Requirements
Minimum Qualifications Required:
• Bachelor's Degree in Management Information Technology, Engineering, Business Management, or related field of study with five (5) years qualified experience or, Associate's Degree in the same required disciplines with seven (7) years of qualified experience (see below);
• Three (3) years of experience in Business Analysis and Project Management, or Product Management or, demonstrated competencies, knowledge and skillset through achieved results in a shorter timeline;
• Qualified experience includes work in project management, major field experience, project estimating, project controls, project engineering, and/or comparable internal or external experience in a competitive production environment;
• Experience must exhibit progressively increasing project management and business acumen and responsibility for most of the PMI PMBOK knowledge areas;
• Demonstrated preparedness for journey level PM knowledge capability in areas of negotiations, scope development and control, cost estimating, construction contracting, project controls and reporting, quality control, risk management, etc.
Preferred Qualifications:
• Scaled Agile Framework (SAFe), Agile Certified Professional IIBA®-AAC, or Project Management Institute certification;
Technical Requirements:
• Proficiency in requirements gathering and analysis to determine impacts on current business processes and development of business cases to support business decision making;
• Proficiency working with a personal computer in Windows environment and utilizing word processing (MS Word, Excel, Power Point, Outlook, Visio, Teams, and Power BI), Test management tools and MS Project.
• Skilled working with agile project management software tools like TFS, DevOps, Jira, Trello, Slack, etc.;
• Skilled at documenting requirements through user stories, using cases and other methods while capturing appropriate "definition of done" and acceptance criteria for the consumption of project and/or technical staff to execute;
• Familiarity with Scaled Agile Framework (SAFe), Agile Certified Professional IIBA®-AAC, or Project Management Institute Methodology and/or frameworks;
• Knowledge of one or more key Court applications - Odyssey, Electronic Case Filing (ECF), MUNIS;
• Ability to:
o Effectively translate business requirements into functional requirements for business and technology projects;
o Produce project documentation, including charters, scope documents, systems specifications, test plans;
o Plan, manage and implement product releases with the business and with Technology;
o Work through all phases of the project development life cycle;
o Develop and execute technical project plans;
o Perform financial analysis and cost benefit analysis;
o Use waterfall and agile methodologies, including SCRUM;
o Demonstrate knowledge of key technologies - document management, imaging, test management tools, web/SharePoint, test automation, payment processing, security and privacy management;
o Perform analysis of regulatory requirements to determine technology impacts - PCI, SOX, legislative and judicial;
o Use process improvement methodologies, lean, six sigma;
o Serve as liaison for technology and business;
o Display practical knowledge in implementation and integration of vendor developed applications;
o Think strategically as it relates between information technology and business units;
o Work and produce deliverables under tight deadlines;
o Be a team player who enjoys working with others in an effective and cooperative manner;
o Exhibit excellent written and oral communication skills;

• Work with confidential customer and/or employee information;
• Access our Case Management System "Odyssey" that contains PII (personally identifiable information);
• Access our "Munis System" that contains our banking accounts information, financial information, and PII (personally identifiable information);
• Access to Court Evidence that includes but is not limited to (controlled substances, criminal investigation documents, weapons, and other like items);
• Access to the juvenile facility;
• Handle cash and other forms of payment such as credit cards;
• Set up differed payments for customers;
• Be sworn to "Oath by the Clerk";
• Operate heavy equipment such as a forklift and scissor lift;
• Operate company vehicle.
