Overview
TRC is seeking a Senior-Level Multi-Disciplinary Program Manager to support our expanding Environmental, Construction & Remediation practice in New England and New York (and beyond) managed from our Lowell, MA and Boston, MA offices.TRC continues to experience strong growth due to our commitment to our clients, our innovative problem solving, and collaborative approach to success.
This position offers a flexible remote/office work arrangement potential.
This is an exciting opportunity for a Senior Program Manager to join a growing and successful team and achieve greater personal success, while building TRC's engineering, construction, and remediation practice in the northeast and beyond. The successful candidate will have experience in program management, environmental permitting, site remediation, and regulatory compliance including local, state and federal regulatory permitting and approvals for electric and gas transmission and renewable energy projects.
  • Environmental permitting skills including natural resource planning, siting and permitting, stormwater and groundwater permitting and design, technical report writing, construction bidding and administration, and construction site compliance monitoring for large infrastructure utility construction, water supply, and stormwater projects.

  • Environmental site remediation experience including emergency response activities, designing and observing remediation operations including numerous low carbon footprint green remediation projects, landfill gas monitoring and inspections, groundwater discharge and aquifer protection studies, and sampling of soil, groundwater, sediment, stormwater, and building materials.

  • Regulatory compliance skills including facility compliance plans, storm water pollution prevention plans, spill prevention, control and countermeasures plans, and site assessment and remediation plans, and siting plans.

Responsibilities
  • Business development of new clients and repeat business from existing clients including renewable energy, electric transmission, and land development.
  • Reviewing written documents (e.g., strategies, plans, reports, proposals, permits).
  • Providing strategic advice on proposal and projects.
  • Preparing for and leading and/or participating in meetings with clients and regulators.
  • Exhibit excellence in programmatic management for client portfolios
  • Preparing, or directing the preparation of, work scopes, cost estimates, and plans, as well as directing the execution of awarded projects either directly or through delegation to TRC's capable technical teams.
  • Delegating work effectively to Subject Matter Experts, Project Managers, peers, and junior staff to meet client expectations and individual project goals.
  • Demonstrating model communications skills, both written and oral.
  • Qualified candidates must be comfortable with intermittent travel and client meetings.

Qualifications
  • B.S. degree in an appropriate technical discipline (e.g., geology, environmental science, engineering), with an advanced degree or complimentary additional degree a plus.
  • Professional Certification(s): PE or PG (such as MA, NH, ME, RI, CT, NY, as applicable), LSP, LEP
  • Minimum 10 years (15+ preferred) of experience in an environmental consulting engineering firm environment.
  • Experience directing multi-disciplinary project teams.
  • Success in business development and client relationship management.
  • Superior leadership skills.
  • Success excelling in a dynamic consulting practice with multiple project assignments and challenges with consistent timely delivery of high-quality project outcomes on or under budget.
  • Knowledge of Massachusetts environmental site remediation regulations and technical guidance (other New England States and New York are a plus).
  • Demonstrated experience delivering services for high complexity projects at a high level of quality and schedule/budget control.
  • Work with other project managers on strategic pursuits, including proposal development and participation in client meetings.
  • Participate actively in marketplace trade organizations.
  • 40 Hour HAZWOPER certification and current annual renewal.

Preferred Qualifications:
  • M.S., M.Eng., or PhD. degree in an appropriate technical discipline (e.g., geology, environmental science, engineering)
  • PE or PG and LSP and/or LEP

In accordance with local law, the following compensation range is applicable for the job and location associated with this requisition: $50-$100 per hour. Compensation will vary based upon experience, education, skill level, and other compensable factors.
