CACI is seeking a Senior Program Analyst to work for our CRIC Program. The Program Analyst will directly support the Deputy Program Manager (DPM) for all Marine Corps Legacy Systems portfolio. USMC Legacy systems include ALRE systems on all Amphibious Assault Ships, Air Capable Ships, Carriers, Expeditionary Airfields, and Emergency Arresting Gear. Commodities fall under multiple IPTs including EAF, Visual Landing Aids, Information Systems (Moriah Wind Systems), Networks, Marine Aviation Data Management System (MADMS), Enclaves, Recovery, Launcher, and Aviation Data Management and Control System (ADMACS).
This position is located in Patuxent River, MD.
What You'll Get to Do:

  • Support the DPM with building and reviewing briefs, monitoring/evaluation of cost, schedule and performance metrics, and evaluation of program data/execution/metrics for all IPTs under the Marine DPM portfolio
  • Support DPM for briefs to Flag and senior leadership for their program areas Help DPM provide and deliver quality, executive-level briefs with sufficient lead-time for PM review
  • Support DPM in defining and validating requirements, allocating funding to IPTs
  • Support DPM to ensure IPTs are meeting customer requirements
  • Support DPM on efforts/meetings/briefings with TYCOM Leadership, NAVSEA, HQMC, Marine Aviation, OPNAV N95, DCA, Fleet Marine Corps and OPNAV (general) for requirements, POM and Strategic Planning efforts for USMC Systems
  • Support DPM at meetings with Senior Fleet Customers for USMC/AAS issues
  • Support DPM and IPTs in adherence to PMA 251 /PEO(T) and NAVAIR processes and utilization of the corporate tools that support those processes: Engineering Change Management (ECM), Procurement Management Tool (PMT) and Common Spend Plan Tool (CSPT) among others
  • Support the DPM in validating funding sent to industry and field activities is rooted in valid requirements with an approved program plan

More About the Role:
  • Help plan and execute weekly DPM meetings, and PMR meetings
  • Provide DPM with weekly metrics to include success, risks, issues and COAs across portfolio IPTs
  • Strong skillset in CSPT/PMT to support IPTs build future year execution spend plans
  • Provide evaluation of visualization tools to execute programs and provide information up through DPM, PM and DPEO(T)
  • Be a self-starter and be able to finish tasks with minimal support and in deadlines assigned
  • Strong skillsets and drive to embrace tools available in PMA and help create templates and tools that IPTs can leverage to execute programs more easily
  • Be able to lead teams on behalf of the DPM and help remove roadblocks to ensure IPT success and delivery of fleet capabilities
  • Perform forward thinking tasking to include Marine Portfolio Road Map planning and scheduling across the entire portfolio to show complete picture
  • Understand the PPBE process and be integral in POM strategy planning, building, rack and stack, FYDP funding/planning across multiple high priority IPTs
  • Be involved with Acquisition Strategy Planning and documentation of requirements definition with PMA 251, CD&I and Headquarters Marine Corps
  • Ensure DPM coverage of Acquisition Documentation from IPTs
  • Track execution year funding metrics at DPM level
  • Support multiple contract vehicles and CSS funding and execution
  • Support strategic contracting strategies to allow for quicker acquisition and deliver of fleet capabilities sooner
  • Ensuring resources allocated to IPTs align to valid requirements
  • Support Budget and POM builds across IPTs
  • Develop and coordinate Statement of Work (SOW)
  • Develop and coordinate Contracts Deliverable Requirements Lists (CDRLs)
  • Travel required - 25-35%

You'll Bring These Qualifications:
  • An active DoD Secret clearance
  • BA or BS degree and 3+ years of experience, 5+ without a degree
  • Demonstrated experience with Microsoft Office products
  • Demonstrated experience with MS Project
  • Excellent written, verbal, and presentation skills
  • Strong interpersonal, problem solving and multi-tasking skills
  • Demonstrated ability to work independently and within a team environment
  • Strong DoD/NAVY financial, budget and acquisition background
  • Familiarity with SECNAV 5000.2G, Commandants Planning Guidance, CNO NAVPLAN, Force Direction 2030, and National Defense Strategy
  • NMCI / Flank speed Access
