Job description

StraCon Services Group, LLC is seeking a Full-Time Government Furnished Property (GFP) Program Analyst, Senior in Patuxent River, MD. The incumbent will be responsible and accountable to the PMA Production Team Lead for the day-to-day business operations within the Joint Program Office to facilitate communications and optimize GFP operations across the community.
  • Subject matter expert on ACAT-1 production schedules and lead times. Experience using OneTouch system.
  • Experience working with defense industry suppliers and DoD supply centers.
  • Applies analytic, problem-solving and tradeoff techniques in obtaining GFP program/project objectives.
  • Review and validate GFP requirements, status, budget and schedules in support of production aircraft deliveries and ancillary equipment.
  • Applies government-instituted processes for GFP documentation and data management.
  • Serves as GFE Manager to the PMA Production IPT, providing GFE /GFP support. Including, but not limited to procurement, delivery tracking, out-year budgeting, requirement planning, and funding coordination support of GFE for all production programs.
  • Provides Milstrip Navy Enterprise Resource Planning (NERP) support to the PMA as well as supporting both DCMA Bell and DCMA Boeing, and supports PMA BFM’s as well as the Comptrollers in Milstrip billing issues past or present.
  • Assist on GFE issues with problems related to Supply Depots and facilitates conference calls to correct issues. Serves as PMA’s direct link between PMA and Item Managers located throughout the supply system across all services and supply points.
  • Possess strong written and oral communication skills to provide impact statements and recommendations to manage cost, schedule, and performance against the integrated master schedule/plan and the product base line.
  • Develops, organizes, prepares, and presents recommended cost analysis assessments, plans of action, and risk evaluations for improving system acquisition efficiencies, processes and strategies for GFE purchases.
  • Maintains communication with Production Manager as well as the IPT leads aware of any short falls and provides solutions to alleviate them.
  • Records GFE receipt data in NERP and GFE Tool as well as WAWF for GFE deliveries. Works with NAVAIR comptrollers to fix any UMD’s related to the GFE being managed.
  • Responsible for research of item cost and availability in the supply system, tracks all open Milstrip request daily through the supply system and locates lost or erroneously shipped items and have them shipped to the proper location.
  • Provide weekly reports to GFE managers and provide notification to BFM’s when funds are de-obligated in NERP.
  • Serves as the IPT point of contact tracking and providing disposition for open Quality Deficiency Reports (PQDR) for both Bell and Boeing.
  • Responsible for yearly inventory at all GFE warehouses.
  • Serves as the lead reviewer for all new GFM/GFP contract requests to ensure data accuracy and integrity.
  • Perform Tooling site to assess future team needs, and report on OEM’s inventory and record management.
  • Tasked with instructing GFE Management procedures to other PMA teams when requested.
  • Conduct meetings with OEM’s and PMA Level 1 and 2 Managers and teams to help resolve issues related to GFP/GFM, and coordinate plans to alleviate cost and material delays.
Experience Requirements:
  • Must have a minimum of ten (10) years of experience within NAVAIR, preferably HQ or program office (required).
  • Two (2) years of experience or proficiency with Microsoft Office suite.
  • Ability to work in a fast-paced, dynamic environment.
  • Ability to interface with all levels of management.
  • Ability to work well independently or in a team setting.
  • Ability to identify and resolve problems in a timely manner.
  • Excellent organization and ability to multi-task.
  • Excellent oral and written communication skills.
  • Excellent time management, scheduling, and organizational skills.
  • Working with various software systems including: MS Office, WEBVLIPS, Asset Visibility, FEDLOG, FLIS, NERP, One Touch System, Product Data Reporting and Evaluation Program, Log Tool, WAWF.

Educational Requirements:
  • MA/MS degree in a business, management or relevant technical discipline.
  • Allowable Substitution: a BA/BS degree and an additional 2 years’ experience or no degree and an additional 6 years’ experience.

Security Requirements:
  • U.S. Citizenship required.
  • Minimum Secret clearance required OR must be eligible to apply and be granted interim DoD interim clearance prior to employment.
