International Acquisition Senior Program Analyst
This position requires an active Secret clearance.
A Foreign Military Sales (FMS) Task Analyst is responsible for analyzing and facilitating foreign military sales transactions, ensuring compliance with regulations and guidelines.

International Acquisition Senior Program Analyst Responsibilities Include:
- Conducting market research and analysis to identify potential suppliers, technologies, and market trends relevant to International Acquisition projects.
- Assessing potential suppliers' capabilities, qualifications, and performance history to support sourcing decisions and supplier selection processes.
- Collaborating with stakeholders to develop acquisition strategies aligned with organizational goals and international regulations.
- Participating in contract negotiations with suppliers, ensuring terms and conditions are favorable and compliant with legal and regulatory requirements.
- Ensuring compliance with international trade regulations, export controls, and other legal requirements throughout the acquisition process.
- Identifying and assessing risks associated with International Acquisitions, developing risk mitigation strategies, and monitoring risk factors throughout the project lifecycle.
- Providing support to project managers in planning, executing, and monitoring International Acquisition projects, including budgeting, scheduling, and resource allocation.
- Facilitating communication and collaboration among internal and external stakeholders, including government agencies, suppliers, and project teams.
- Generating and maintaining documentation related to International Acquisition activities, including contracts, reports, and correspondence.
- Identifying opportunities for process improvement and efficiency gains in International Acquisition processes, and implementing best practices to enhance effectiveness.
- Performs other job-related duties as assigned.
International Acquisition Senior Program Analyst Experience, Education, Skills, Abilities requested:
- Bachelor's degree in business administration, international relations, supply chain management, or a related field.
- Ten (10) years of relevant Program Analyst experience and five (5) years of recent FMS case-level experience.
- Twelve (12) years of relevant Program Analyst experience and three (3) years of recent FMS case-level
- experience.
- Minimum of five (5) years of relevant experience serving aboard a United States Navy (USN), USCG, or DOD vessel and five (5) years of relevant experience directly related to naval ship maintenance or overhaul, including planning, management, and assessment of ship maintenance activities.
- If no bachelor's degree, the Senior SME shall have a minimum of 15 years of relevant experience directly related to naval ship maintenance or overhaul, including planning, management, and assessment of ship maintenance activities.
- Experienced use of Security Cooperation Enterprise tools such as Security Cooperation Information Portal (SCIP) and Defense Security Assistance Management System (DSAMS).
- Three (3) years of FMS EDA transfer project experience.
- Experience directly working with USG foreign customers/clients, including briefing General Officers, Flag Officers, or Senior Executive Service members.
- Experience in analyzing complex data and conducting research related to defense procurement and international sales.
- Strong analytical skills with the ability to interpret and analyze complex information related to defense procurement and international sales.
- Excellent communication skills, both verbal and written, for effective interaction with stakeholders from diverse backgrounds and cultures.
- Ability to understand and interpret defense acquisition regulations, policies, and guidelines.
- Strong problem-solving skills to identify issues, evaluate options, and develop solutions.
