Form of workProfessional planning position performing general planning, comprehensive land use policy planning, mobility management, and design review of development applications.
- Implement the City's mobility, land use, and urban design strategies in development review. Apply comprehensive planning policies and concepts to the built environment. Identify solutions to resolve conflicting requirements that are consistent with City goals.
- Analyze and prepare written comment reports for land development proposals relative to the comprehensive plan & amendments thereto, design guidelines, land development code amendments, zoning overlays mobility management, and developer's agreements. Serve as a member of the mobility solutions team and Development Review Committee.
- Assist in carrying out the long-range planning functions of comprehensive planning, transportation planning, developments of regional impact, and review and interpretation of state law. Draft technical aspects of legal agreements and coordinate agreements for development projects, including tracking status of agreements and obligations.
- May prepare reports and make recommendations for annexations, future land use map amendments, and rezoning's to the Planning Board. May prepare comprehensive plan amendments, perform analyses and consistency reviews, and confer as necessary with governmental representatives, applicants, and the general public.
- Effectively communicate City strategies, objectives, and the results of project reviews to staff and applicants. Help guide applicants through the City's regulatory system.
- Utilize current technology, including Microsoft Office, GIS webmaps, databases, document management & A/V systems.
- Develop policy recommendations to implement new Florida planning laws and prepare updates to the comprehensive plan, codes, department policies, or workflows to implement such new policies.
- Use strong verbal and written communication skills to successfully complete assignments in a clear and concise manner. Manage multiple high priority projects effectively and meet applicable deadlines.
- Completion of the required trainings as specified within the City's Comprehensive Emergency Management Plan.
- In the event of an emergency, all employees are considered essential and may be required to perform duties outside of their normal job description.
- Perform additional duties as assigned. Be available for emergency call-outs. Drive to and from various City sites.
- (Drive to and from various City sites is required only if driving required and valid driver license requested as a minimum requirement.)
MINIMUM QUALIFICATIONS:
- Bachelor's degree in Urban Planning or a directly related field and three (3) years of progressive experience in general city/county planning of a responsible nature, to include principles and practices of comprehensive planning and development services. An equivalent combination of related education, training and experience may be substituted.
- Intermediate level experience with current technology, to include Microsoft Word and Excel (ability to use graphics, tables, formulas, headers/footers, and tools to format documents).
- Valid driver license. Must obtain Florida driver license within thirty (30) days of employment.
PREFERABLE QUALIFICATIONS:
- Master's degree in Urban Planning or a directly related field.
- Experience with transportation/mobility planning.
- Experience with Florida Growth Management laws.
- Experience using GIS for analysis and thematic maps.
- Experience reviewing civil engineering site plans.
- Experience drafting technical documents such as review comments memos and staff reports.
- American Institute of Certified Planners (AICP) certification or equivalent professional certification.

Driving history for the past three (3) years must reflect no violations of a driving related offense, or driving under the influence (DUI) which includes both drugs and alcohol, reckless driving, or hit and run involving an occupied vehicle or attended property, or an accumulation of traffic violations, plus three (3) points for each attendance at driving school (regardless of whether points were assessed against the (license) where penalty points do not exceed twelve (12).
