Jacobs is seeking for Senior Operations Manager to support its federal programs in Herdon VA. The Senior Operations Manager provides a full range of general operational and administrative OCONUS support and to assist C&I/MAC operations and project planning, preparation, and delivery. Leveraging best practices and enterprise resources, ensures key components including project and program delivery, quality, and risk are at the forefront of value-generating client solutions. Success in this role will be measured by providing C&I/MAC with a repeatable low-risk framework for successful program execution, team development and overall guidance and support to project/program managers.
You will work with the C&I Senior Leadership Team and Staff and Program Managers to provide support and input in developing OCONUS deployment and permanent placement procedures, contract deliverables, and routine and ad hoc coordination across the iCMS Enterprise. This role reports to the C&I/MAC Operations Director.
Responsibilities include, but are not limited to: enterprise coordination on behalf of Operational Leadership to prepare for and execute customer requirements IAW program/PU/BU budget or goals; lead and manage coordination with necessary sponsors and vendors; establish and maintain standard operating procedures and serve as advisor to inform Senior Operational Leadership of compliance requirements while mitigating risk; assist in development and management of contract deliverables and other operational and program management support functions, and other duties as assigned.
Additional responsibilities may include:
Develop and maintain databases (ex: Excel, SharePoint; data visualization software and tools) to produce, maintain, and share metrics and/or briefings for tracking and reporting mission management functions;
Persistent monitoring, management, and reporting of personnel OCONUS and deployment readiness requirements across the organization (ex: PCCs, Visas, Medical requirements, TESA);
Advise Operational Leadership of necessary host-nation requirements (ex: business license, legal entity, sponsorship), inform and manage relative processes, and associated risks pertaining to operating in OCONUS locations;
Collaborate with Corporate Operations Centers of Excellence and Enterprise Tax, HR, and Risk Management Teams to enable the delivery of business performance objectives;
Establish a common, repeatable yet agile personnel deployment operating model across C&I/MAC and all responsible functions, in alignment with customer, industry, and geographic requirements;
Driving efficiencies towards continuous improvement, and tailoring processes to suit customer and geographical requirements;
Work cross-functionally in a team environment while adapting to changing organization, program, and host-nation priorities and requirements;
Coordinate directly with current and inbound employees and hiring managers as needed to initiate or sustain deployment status';
Proactively communicate with third party vendors and sponsors that provide support to the program to include requesting and coordinating quotes and services;
Oversee the entire OCONUS pre-deployment/re-deployment processes to include initiate documentation for assignment letters, coordinate medical screenings and required visas, assist with travel arrangements, manage SPOT-ES and APACS, and maintain all relevant databases that track personnel readiness.
Provide subject matter expertise to support new business opportunities across all phases to include capture, proposals, and transition.
Clearance Required: Top Secret with SCI eligibility
Minimum Education: High School
Minimum Years of Experience: 10 years of operational support to the DoD or Intelligence Community, with 6 years of related experience to the listed responsibilities.
