JOB TITLE : Senior Manager, Capital Program Funding
SALARY RANGE : $103,200 - $113,200

SUPERVISOR : Deputy Director for Capital Program Funding
LOCATION : 2 Broadway
HOURS OF WORK : 9:00 am - 5:30 pm (7 1/2 hours/day)
DEADLINE : Open until filled
This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
SUMMARY :
This position develops and manages the funding plan that supports MTA's multi- billion dollar Capital Program. Specifically, the position oversees the state, local and federal programs - working with (and supporting) MTA Capital Program senior staff, MTA Grants Management, MTA Finance, MTA Treasury and the MTA Comptroller's office to plan for, secure and report on the funding needs/receipts of the Capital Program. In addition, the position produces (or oversees the production of) required monthly/quarterly status reports to the MTA Board, FTA and New York City OMB. Finally, the position manages the day-to-day linkage - or encumbrance - of federal and security funding for capital work.
RESPONSIBILITIES :
  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Develop annual and five-year funding strategies to optimize Capital Program Funding opportunities.
  • Manage the federal and city grant process, including identifying eligible projects, preparing of grant applications (federal, state) / Letter Agreements (city), and providing data and analyses to the MTA Board, the FTA and NYC OMB.
  • Measure and track the use of subsidies (federal, state), MTA bonds and cash; Report on the status of funding program activities - grant execution status and funding receipts - as required by the Board, the FTA and other funding partners.
  • Make decisions on the release of capital funding for projects in development based on review of the sufficiency and quality of their scopes, schedules, budgets and funding eligibility; Manage the linkage/encumbrance of funding for contract awards.
  • Provide data and analysis to MTA Grants Management, Treasury, Finance and the Comptroller's office in support of their activities to secure funding to fulfill MTA CPF's funding goals.
  • Conceive, coordinate, execute and present original analysis of funding performance and Capital Program Funding issues using state of the art tools and techniques.
  • Supervise staff in the management of Capital Program Funding projects, including the development of staff work plans and training to manage responsibilities effectively.
  • Other duties as assigned.

  • Must be a self-starter who is able to develop and administer work programs for extensive and complex interrelated program activities which operate under severe time constraints and without constant supervision.
  • Have the ability to mentor and manage staff effectively.
  • Must be comfortable communicating with staff at various levels of the MTA, its agencies and representatives of its funding partners, including the State of New York, the City of New York, and the Federal Transit Administration.
  • A large degree of independent thought and problem-solving ability is required, as well as the ability to make decisions in the absence of upper management.
  • Have demonstrated ability to lead, motivate and supervise people in a professional manner.
  • Adaptability, tact, diplomacy and persuasiveness are essential.

  • Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.
  • Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.
  • Demonstrated analytical capabilities and quantitative skills.
  • Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook

EDUCATION AND EXPERIENCE :
REQUIRED:
  • Bachelor's degree in Business , Transportation, Public Policy or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.
  • Minimum 7 years related experience, of progressively responsible experience in budgeting and financial management, including experience with Capital Program and transportation financing management is required.
  • Prior Supervisory experience

PREFFERED:
  • Master's degree in a related field.
  • At least 3 years in a managerial and/or leadership role.
  • Experience with MTA Capital Programming is preferred.
  • Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.
  • Familiarity with the MTA's policies and procedures.
