Prescient Edge is seeking a Senior Intelligence Planner to support a federal government client.

Please note that the availability of this position is contingent upon contract award.

Description:

  • Demonstrates in-depth knowledge and understanding of the labor category activities required to meet mission requirements.

  • Demonstrates ability to work independently and with minimal oversight.
  • Demonstrates ability to review analytic products for cogent arguments, tradecraft standards, and adequate support for conclusions; routinely tests analytic rigor of analytic products.
  • Contractor general ISR related skills and knowledge: Shall utilize, build, maintain research, establish, administer, and update knowledge of the primary Collection Requirements Management systems for support to collection ISR planning, operations, and assessments.
  • Must demonstrate proficiency with current collections systems used in CENTCOM AOR and be postured to readily adapt to future systems as technology and processes evolve.
  • Demonstrates CM knowledge, skills, and abilities in accordance with DoD standards to support collection ISR planning and strategy development, collection requirements management, ISR operations, and assessments for DoD CM certification and professionalization of the workforce.
  • Shall attempt the DIA CCMP-F certification exam within one year.
  • Supports and performs TMT, E-Task, JSAPs, and other associated tasking mechanisms, content management, or other functions supporting collection ISR planning, operations, and assessments for overarching ISR Division daily operations. This includes support to meetings, conferences, teleconferences, and working groups as required; provide input and update the weekly wrap-ups; attend weekly ISR synch or associated meetings; knowledge and content management; assist in producing and delivering briefings to DoD, Service, and Command staff; assist in development and delivery of training.
  • Shall also serve as a mission management representative on working groups with functional or multi-disciplinary emphasis that involve collection management issues and at conferences, weekly meetings, special projects, and briefings involving areas of responsibility.
  • Intelligence Planner tasks: Contractor personnel shall support the development of policy, guidance, and tactics, techniques and procedures (TTP) for the execution of ISR operations, joint ISR force employment, and collection management. Manages policy updates for the ISR division and incorporates lessons learned in evolving guidance. This will also include development of division/branch/team SOPs, TTPs, JQS, and other policy related documents.
  • Supports the development of policies, collection strategies, and plans to employ ISR assets across the range of conventional and special operations in the USCENTCOM AOR. This will include, but not limited to, development of ISR collection strategies, postures, plans, synch matrix, EXORD, CONOPs, and PED requirements documents.
  • Supports the development of collection strategies that leverage the strengths of multiple intelligence disciplines to fulfill intelligence requests, planning efforts and to address gaps in existing strategies. Reviews and adjusts developed collection strategies based on reporting, collector accesses and requestors’ revised information needs. This includes, but not limited to development of ISR collection postures, collection plans, and ISR planning factors documents.
  • Provides collection strategy development expertise through process of synthesis, analysis, and interrelating of meaningful data. Ensures that ISR planning operations and programs are streamlined, efficient, and in compliance with regulatory requirements. This includes, but is not limited to, development of general ISR assessments, ISR collection strategies, and ISR collection plans.
  • Applies advanced intelligence planning concepts, principles, practices, laws, regulations, methods and techniques when developing multi-INT collection strategies. Applies theories and new ISR developments during development and makes recommendations to intelligence planning policies and programs. This includes, but is not limited to, development of ISR collection strategies, postures, plans, CONOPs, and EXORDs.
  • Supports the development of Processing, Exploitation, and Dissemination (PED) policies, standard operating procedures, PED synchronization strategies, and PED architectures through campaign plans, operations’ plans, and CONOP reviews of airborne and national ISR platforms that leverage multiple intelligence disciplines to fulfill intelligence requirements and ISR planning efforts within USCENTCOM AOR, as well as combatant commands supporting USCENTCOM equities. This includes, but is not limited to, development of ISR CONOPs, PED Synch Matrix, and PED requirements.
  • Provides expertise, maintenance, and periodic updates to CCJ2- ISR Theater Airborne ISR Processing, Exploitation, and Dissemination (PED) concept of operations. This includes, but is not limited to, development of ISR CONOPs, PED Synch Matrix, and PED requirements documents.
  • Participates in meetings and conferences across the IC, with USCENTCOM components, other Combatant Commands, as well as with USCENTCOM customers that require ISR, Collection Strategist, and subject matter expertise.
  • Produces minutes from all meetings and conferences attended in support of USCENTCOM equities. This includes, but is not limited to, development of Division/Branch/Team SOPs, TTPs, JQSs, Policies, QRR/QDR Updates, JMETL Assessments and Updates, and ISR Planning Factors documents. shall assist with: planning, executing, and evaluating Global Force Management (GFM) requirements for USCENTCOM J2 and Components; processing Requests For Forces (RFF) from USCENTCOM J3 and Joint Manning Documents (JMD) from USCENTCOM J1 for USCENTCOM J2; review of Theater Coordinated Assistance (TCA) requests from USCENTCOM J3 for USCENTCOM J2; review of Component Combined Joint Statement of Requirements (CJSOR) and Component Crisis Establishment (CE) requirements for intelligence vacancies. The Contractor shall publish meeting notes upon conclusion of all GFM- related meetings. This task requires the Contractor to be experienced with utilizing the Force Requirements Extended Data Base (FRED) and the Joint Capabilities Requirements Manager (JCRM).   • Integrates J2 Operation Division equities for Operations Plans Teams (OPT).
  • Publishes, coordinates, and compiles slides and minutes for the weekly Intelligence Coordination Working Groups (ICWG).
  • Shall attend and document J2 Operation Division equities for the weekly Afghanistan Working Group (AWG) and for the bi-weekly Iraq-Syria Intelligence Planning Working Group (ISIPWG).
  • Collects, compiles, publishes, and presents J2 Directorate equities for the weekly J2 Synchronization Matrix/ Commander's Decision - Theater Events Matrix for Planning and Operations (CD - TEMPO).
  • Supports planning, execution, and evaluation of J2 Directorate equities for the Continuity of Operations Plan (COOP). IAW CCJ3 suspense’s published in Tasker Management Tool (TMT). Typically updated annually.
  • Shall assist with planning, organizing, and executing international high- level intelligence engagement events in the U.S. and foreign nations for USCENTCOM J2. Shall provide weekly, monthly, and quarterly reports on this task. This task requires familiarization with the Global-Theater Security Cooperation Management Information System (G-TSCMIS).

Job Requirements:


Desired experiences
:

  • Minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years.
  • Experience at a Combatant Command or equivalent organization and experience in the regional, political and military issue in the CENTCOM AOR.

Desired education:

  • Desired master’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education; or have Bachelor’s degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years of related senior experience, for a total of 17 years, as a substitute to the Master’s degree.

  • Security clearance required TS/SCI.
