IFC's Human Resources (HR) Department is a strategic partner to the business in developing and implementing workforce strategies and meeting organizational goals, including attracting, developing, and deploying diverse and skilled talent. IFC HR is comprised of the following five functions:

  Client Services - offers strategic HR partnership, program implementation, support, and global solutions to staff and management through our HR Business Partner network.  
  Diversity, Equity, and Inclusion - supports the organization in building a diverse workforce, embracing equity, and fostering an inclusive workplace.  
  Strategy and Organizational Effectiveness- elevates employee experience and effectiveness through digital HR solutions, policy enhancements, organizational design, and workforce planning.  
  Global Talent Acquisition and Mobility Services - facilitates the end-to-end recruitment process in partnership with hiring managers and attracts candidates with desired skills to join IFC. Supports candidates and staff who are relocating internationally (coming in FY25).  
  Talent Development and Incentives -designs a skills-based talent management approach encompassing best practice HR solutions in onboarding, mentoring, career management, mobility, performance/talent management, incentives and awards, and leadership development.

While embarking on implementing the Integrated Talent Management Strategy, IFC HR is seeking a Senior HR Officer for the Talent Development and Incentives team to lead the design and implementation of IFC's skills-based talent management solutions with the focus on Skills and Career Frameworks and Succession planning. 

Duties and Responsibilities:
Responsibilities for the successful applicant will include, but are not limited to:
  Lead the design and implementation of a skills-based approach to IFC HR programs, with the focus on Skills, Career Development, and Succession Planning.
  Provide leadership and daily supervision for the team supporting these work programs. 
  Develop skills assessment and development strategies and processes to identify skills gaps, development needs, and best ways to enhance employee capabilities. Design processes that track and measure outcomes and identify areas for improvement. 
  Coordinate proactive and seamless collaboration with other HR teams, such as IFC Talent Development & Incentives, Talent Acquisition & Global Mobility, Strategy & Organization Effectiveness, and Client Services at IFC and World Bank. 
  Drive integration of the skills-based approach across all IFC HR programs and ensure consistent communication and change management implementation of these initiatives, in alignment with organizational goals. Effectively communicate the purpose, goals, and benefits of these initiatives to various audiences and provide hiqh-quality resources and capacity building to key stakeholders. 
  Proactively provide analysis, insights, and reporting on IFC skills, succession planning, and diversity goals/KPIs. Prepare reports and presentations on the progress and impact of the skills-based Talent Management strategy for senior management.
  Establish and ensure adherence to agreed procedures, principles, and practices and monitor and evaluate the effectiveness of programs and initiatives, making necessary adjustments for continuous improvement. 
  Stay updated on industry trends and best practices in skills development and Career management, incorporating relevant insights into IFC talent development initiatives.
  Establish and maintain partnerships with external providers, universities, and professional organizations to leverage external resources for implementation and capacity building.
  Enhance consistency, standardization, automation and other technology-enabled deliverables within the function.

Selection Criteria

The successful candidate will be able to demonstrate:
  Master's degree in HR, Business Administration, Economics, Law, Finance, or related field.
  Minimum 8 years of HR or related experience, including team supervision.
  Clear understanding of IFC's business priorities and strategy.
  Genuine commitment to development and alignment with WBG and IFC's mission and values.
  In-depth understanding and knowledge of best practices in relevant HR areas; e.g. Skills frameworks, Career Development, learning and development; performance management, and succession planning. Extensive experience and demonstrated outcomes of leading change in Talent Management, Skills Development and/or Succession Planning. Superior coordination, program and project management skills with ability to design and implement projects and initiatives from end-to-end.
  Strategic, and innovative thinking with ability to generate and analyze talent-related data and metrics to identify trends, patterns, and areas for improvement and to challenge the status quo, speak up and make data-driven, pragmatic recommendations. 
  Excellent interpersonal and diplomatic skills, with discretion in dealing with internal and external stakeholders, and in handling confidential and sensitive information. 
  Ability to confidently interact with senior management and build relationships at all levels.
  Proven ability to work collaboratively with internal and external partners to drive synchronized, high-quality results.
  Strong results-orientation with initiative, organizational, and logistical skills.
  Ability to handle complexity and ambiguity, multitask, meet deadlines, and prioritize under high levels of pressure.
  Role model of integrity, work ethic, and commitment to diversity.
  Excellent oral and written communication skills, including producing documents and presentations for management.
