Position Summary
Under the general direction of the Geographic Information Systems (GIS) Supervisor or GIS Manager, the Senior GIS Specialist performs advanced spatial data analysis and designs of applications and databases. The incumbent is responsible for the supporting software, hardware, and related components of the GIS System; Due to the interdependencies between system integrations coordination with administrators of non-GIS systems is critical; performs other related work and analysis as required.
Specific Responsibilities
- Manage the design, development, and implementation of spatial products and web/mobile applications to meet user needs
- Resolves conflicting data, mapping, and connectivity issues through office or field investigation
- Participate in developing database standards, metadata standards, and general operating procedures
- Responsible for generating high-quality, detailed custom maps products and fulfilling data per user requests
- Performs quality assurance of GIS and related data; review and ensure data developed by staff are accurate and documented using standards developed by GIS
- Provide support in integration activities for enterprise asset management, SCADA, business intelligence, and other business systems
- Establish standards and best practices for development and tuning of such routines and provide guidance and support to departmental GIS staff and other team members in these areas.
- Develop, maintain, and troubleshoot complex geoprocessing routines and ETL workbenches using FME and/or Python; develop automated processes to expedite routine requests and mapping functions
- Develop test plans for application functionality and diagram architecture
- Configure and publish map services, and produce other deliverables using Esri ArcGIS 10.x related extensions and add-ons or similar software;
- Troubleshoot GIS software or database issues, server configuration, and performance issues
- Evaluate possible solutions, new or emerging technologies, and make recommendations to management
- Work with stakeholders to define requirements and select appropriate tools/technologies considering San Jose Water standards, licensing, and standard deployment patterns.
- Assist in installation and troubleshooting software for end-users
- Provide training sessions and technical support on GIS-based tools to staff; create user guides and documentation on GIS tools
- May act as technical lead or lead project efforts, including liaison with stakeholders
- May perform other duties as assigned
Required Knowledge Skills & Abilities
- Ability to manipulate and cleanse data using both ArcGIS Desktop and FME Desktop or similar software; Hands-on experience troubleshooting GIS desktop and server configuration and performance issues
- Exceptional knowledge and experience in designing, configuring, and maintaining GIS mobile and web applications using Geocortex, Esri Enterprise or similar software
- Hands-on experience troubleshooting GIS desktop and server configuration and performance issues; Strong ability to resolve failed ETL processes and jobs.
- Demonstrated knowledge of geographic principles and practices; possess cartographic aptitude with ability to complete basic mathematical and statistical calculations; deep understanding of topological types and relationships and database design elements
- Software packages including Microsoft Windows, Excel, Word, Project, PowerPoint, Access and other related applications
- Excellent written and oral communication skills to manage projects and maintain system documentation
- General or basic understanding of APIs, REST services, web requests, JSON, and XML.; Familiarity with scripting languages, Python is a plus
- Extensive experience with cartographic and map production; Strong visual and interactive design skills is a plus
- Extensive experience and solid understanding of GIS application development principles and/or ability to troubleshoot or modify web-based or mobile applications using Esri Enterprise, Geocortex Essentials or similar software.
- Be self-motivated, highly organized proactive problem solver with the ability to work independently and manage projects
- Experience applying scrum methodology to IT projects and tasks; be committed to an iterative process and work with team to support IT initiatives and goals
- Strong interpersonal skills to support internal customers at all levels from various departments within our organization.
Required Education and Experience
- A bachelor's degree or equivalent practical experience in GIS, Geography, or a related field and Five (5) years of progressively responsible professional level experience, of which at least two (2) years of experience include lead technical work in development, implementation, and maintenance of computer systems or application development, specifically enterprise GIS systems or GIS application development.
- Two (2) years of experience developing and/or troubleshooting GIS applications using Esri Enterprise, Geocortex Essentials, or similar software
- Two (2) years of experience with automating tasks using tools such as ModelBuilder/ArcPy for ArcGIS or FME Desktop and Server
- Experienced with a relational database management system (RDBMS) and structured query language (SQL)
- GISP, ArcGIS Desktop Associate, or FME Certified Professional or equivalent experience while pursuing certification is preferred.
Other Requirements
- Position requires on-call availability during non-business hours for critical IT systems
